<br /> At a Regular Meeting of the City Council on Tuesday, October 14, 2003,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />J. Thomas Benn III, William E. Moody, Jr., Marlene W. Randall, City Manager
<br />C. W. McCoy, City Attorney G. Timothy Oksman.

<br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Ms. Randall, to approve the minutes of a
<br />Called Meeting on September 21, 2003, a Called Meeting on September 23, 2003, a
<br />Regular Meeting on September 23, 2003, and a Called Meeting on September 29,
<br />2003, and was adopted by unanimous vote.

<br />03 - 371 - Presentations:

<br />· Proclamation presented to Dr. Demetria Lindsay for "National Breast Cancer
<br /> Awareness Month."
<br />
<br />· Presentation by the Virginia Breast Cancer Foundation, Hampton Roads Chapter.
<br />
<br />· Proclamation presented for "Portsmouth Track and Field Club Month."
<br />
<br />· Presentation of a check, on behalf of the City of Portsmouth, to Malhon Parker for
<br /> the Portsmouth Invitational Tournament (PIT) Foundation.
<br />
<br />· Presentation to Mayor Holley by Karl Little, Special Olympics.
<br />
<br />· Special presentation to the City of Portsmouth by Cynthia Morrison, Clerk of the
<br /> Circuit Court.
<br />
<br />· Presentation to the City of Portsmouth by the American Heart Association.

<br />development opportunity including, but not limited to, office use,
<br />self-storage, and/or elderly apartments.
