Gregory Dodd of Horton and <br />Dodd, P. C. requests a group housing use permit to construct <br />twenty duplexes (40 units) and three triplexes (9 units for a total of <br />49 units) at a portion of the Westbury redevelopment area. The <br />Comprehensive Plan recommends medium-density residential <br />development. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that GHP-03-06 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />03 - 272 - Adoption of an ordinance to appropriate $80,500 in the Public Utilities Capital <br />Improvement Fund for Timber Management Expenses with the source of the funding to <br />come from timber sales' proceeds. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $80,500 in the Public Utilities Capital <br />Improvement Fund for Timber Management Expenses with the source of the funding to <br />come from timber sales' proceeds. <br /> <br />Purpose and Need: <br /> <br />· Portsmouth has actively managed its watershed property as part of an intensive <br />forestry program since 1947 with the goal of continued production of good quality water. <br /> <br />· Portsmouth utilizes a Watershed Forestry Plan developed by the Virginia Division of <br />Forestry in 1982 (with recommendations made until 2005) and the services of a contract <br />forester to manage its watershed timber resources. <br /> <br />· The City's Watershed Superintendent and the City's contractor forester recommends <br />that Portsmouth cut and sell timber from an 86-acre parcel of watershed property on <br />Pitchkettle Road in Suffolk, VA and reserved a portion of the proceeds to pay the <br />expenses related to the (1) advertisement and management of the sale; (2) <br />reforestation of the area cut; and (3) updating the Department of Public Utilities Timber <br />Management Plan. <br /> <br />Financial Impact: <br /> <br />· Based upon computed timber volumes and current estimated values, the timber on <br />the 86 acres is estimated to sell for $587,500. Expenses related to the sale of the <br />timber, reforestation and updating the Department of Public Utilities' Timber <br />Management Plan (Virginia Forest Stewardship Program) are estimated to be $80,500. <br />The City's Public Utility Fund would net an estimated $507,000. <br /> <br />A.
