Au,qust 12, 2003 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, August 12, 2003, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on July 21, 2003, a Called Meeting on July 22, 2003, a Regular Meeting <br />on July 22, 2003, and a Called Meeting on July 28, 2003, and was adopted by <br />unanimous vote. <br /> <br />03 - 269 - Presentations: <br /> <br />· Special presentation to the City of Portsmouth by Howard Bender and Pamela <br /> Kloeppel. <br /> <br />· Presentation of a certificate by C. W. McCoy, City Manager, officially recognizing the <br /> City of Portsmouth as a Weed and Seed Locality. <br /> <br />- Public Hearing - <br /> <br />03 - 270 - Public hearing on a proposed resolution authorizing a memorandum of <br />understanding concerning the Virginia Sports Hall of Fame. <br /> <br />1. Mark A. Geduldig-Yatroksky, 363 Middle Street, spoke in opposition to this item. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to change the order of the <br />agenda and move up item 03-278 of the City Manager's Report, and was adopted by <br />unanimous vote. <br /> <br />03 - 278 - Adoption of a resolution authorizing the City Manager to execute a <br />Memorandum of Understanding with Virginia Sports Hall of Fame and Museum, Inc., <br />("Hall of Fame") concerning the City's funding for construction and operation of the new <br />sports museum. <br /> <br />The Memorandum provides for the City, beginning in FY 2004-05, to contribute <br />$400,000 per year for five years for the construction of the facility and $500,000 <br />per year for the operation, maintenance, utilities and other similar expenses. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute a Memorandum of <br />Understanding with Virginia Sports Hall of Fame and Museum, Inc., ("Hall of Fame") <br />concerning the City's funding for construction and operation of the new sports museum. <br /> <br />Purpose and Need: <br /> <br />· Virginia Sports Hall of Fame and Museum, Inc., intends to begin construction of the <br />new sports museum shortly. <br /> <br />· In order to obtain final financial support for the project, an official expression of <br />support outlining the City's intended financial contribution is needed. <br /> <br />· Approval of the accompanying resolution will delegate authority to the City Manager <br />to execute the attached Memorandum of Understanding. <br /> <br /> <br />
