June 10,2003 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, June 10, 2003, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager C. <br />W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on May 27, 2003, and a Regular Meeting on May 27, 2003, and was <br />adopted by unanimous vote. <br /> <br />Mayor Holley recognized personnel from the Emergency Medical Services (EMS) <br />Dan Phillips, Joe Hoefling and Christopher Jones for saving a citizen's life. <br /> <br />- Public Hearing - <br /> <br />03 - 206 - Public hearing on rezoning, use permit and street closure applications: <br /> <br />(a) Z-03-09 <br /> <br />MERRIFIELDS NEIGHBORHOOD - Dolores Coppedge requests to <br />rezone property at 4028 Cedar Lane from residential RS-100 to <br />commercial C-I-K (Conditional) to operate a real estate office. The <br />Comprehensive Plan recommends residential use. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that Z-03-09 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(b) UP-03-12 <br /> <br />TRUXTUN NEIGHBORHOOD - The City of Portsmouth requests a <br />use permit to place a water storage and pumping facility on the <br />property known as 313 and 321 Choate Street. The <br />Comprehensive Plan recommends medium-density residential <br />development. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-03-12 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(c) S-03-06 <br /> <br />PORT CENTRE NEIGHBORHOOD - Ordinance granting the <br />request of the Portsmouth Redevelopment and Housing Authority <br />for the closure of Randolph Street from the western boundary of 5th <br />Street to the eastern boundary of 7th Street. The Comprehensive <br />Plan recommends industrial land use. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PORTION OF RANDOLPH STREET <br />FROM THE WESTERN BOUNDARY OF 5TM STREET TO THE EASTERN <br />BOUNDARY OF 7TM STREET." <br /> <br />Ayes: Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />03 - 192(a) - Group housing use permit: <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following <br />resolution, approved on first reading at the May 27, 2003 meeting, and was adopted by <br />the following vote: <br /> <br /> <br />
