April 22, 2003 <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the proposed <br />Classification Pay Plan, which includes a 2 percent pay increase for all City Employees <br />and Council Appointees effective July 1,2003, and was adopted by the following vote: <br /> <br />03-152(D): <br /> <br />"ORDINANCE ADOPTING THE 2003-2004 CLASSIFICATION AND PAY PLAN FOR <br />EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Benn, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Benn, and seconded by Mr. Pitts, to adopt the following ordinance. <br /> <br /> Amended motion by Mr. Whitehurst, and seconded by Mr. Moody, to exclude the <br />Todi Music Festival item at $200,000 and vote on it separately, and was defeated by a <br />vote of 2-4. (Benn, Pitts, Randall, Holley) <br /> <br /> Substitute motion by Mr. Moody, and seconded by Mr. Whitehurst, to defer <br />funding for the Todi Music Festival until the City of Portsmouth has a contract or letter of <br />understanding detailing the services and benefits to be provided, and was defeated by <br />the following vote: <br /> <br />Ayes: Moody, Whitehurst <br />Nays: Benn, Griffin, Pitts, Randall, Holley <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />03-152(E): <br /> <br />"ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF THE <br />CITY GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING JULY 1, <br />2003 AND ENDING JUNE 30, 2004." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 153 - Adoption of the following resolutions and an ordinance approving the five- <br />year Capital Improvement Plan for 2003-2004, the issuance of General Obligations <br />Bonds, the appropriate funds for the Capital Improvement Fund and the Public Utilities <br />Capital Improvement Fund. <br /> <br />a. Adoption of a resolution approving the 2003-2004 through 2007-2008 Capital <br /> Improvement Plan. <br /> <br />b. Adoption of a resolution authorizing the issuance of $17,010,000, more or <br /> less, in the General Obligation Bonds. <br /> <br />Adoption of an ordinance appropriating $22,419,042, more or less, in the <br />Capital Improvement Fund and $9,010,000, more or less, in the Public <br />Utilities Capital Improvement Fund. <br /> <br />Recommendations: <br /> <br />a) Adoption of a resolution approving the 2003 through 2008 Capital Improvement Plan <br />(ClP). <br /> <br />b) Adoption of a resolution authorizing the issuance of General Obligation Bonds in the <br />amount of $17,010,000 for the 2003-2004 Capital Improvement Plan. <br /> <br />c) Adoption of an ordinance appropriating $22,419,042 in the Capital Improvement <br />Fund and $9,010,000 in the Public Utilities Capital Improvement Fund. <br /> <br /> <br />
