April 22, 2003 <br /> <br />d) The new Classification and Pay Plan for City employees encompasses the schedule <br />for grading of each position within the City, as well as the pay range for the <br />responsibilities that the position merits. It also establishes the rules for promotion, <br />demotion, additional duties and the salaries of the individuals appointed by the City <br />Council. <br /> <br />e) This ordinance will appropriate $379,673,955 for the total Annual Operating Budget <br />on a per fund basis for the Fiscal Year beginning July 1, 2003 and ending June 30, <br />2004. <br /> <br />Financial Impact: <br /> <br />· By law, the operating budget must be balanced with estimated revenues and other <br />funding sources equaling appropriations. The Proposed Operating Budget for the Fiscal <br />Year 2004 complies with this law. <br /> <br />1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on real estate taxes. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />03-152(A): <br /> <br />"ORDINANCE TO RE-ENACT ORDINANCE NO. 2002-21 IMPOSING AND LEVYING <br />TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1sT AND ENDING JUNE 30TM, <br />UNLESS OTHERWISE CHANGED BY COUNCIL, ON REAL ESTATE, TANGIBLE <br />PERSONAL PROPERTY, PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY- <br />OWNED CAMPING TRAILERS AND MOTOR HOMES, AND MACHINERY AND <br />TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF <br />RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND <br />THE PUBLIC FREE SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE <br />PUBLIC DEBT." <br /> <br />Ayes: Benn, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />03-152(B): <br /> <br />"ORDINANCE TO AMEND CHAPTER 25 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, (1988) BY AMENDING SECTION 25-148 THEREOF <br />PERTAINING TO GOLF FEES." <br /> <br />Ayes: Benn, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />03-152(C): <br /> <br />"ORDINANCE TO AMEND CHAPTER 38 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 38-83 AND 38-117 <br />THEREOF PERTAINING TO RATES FOR WATER AND SEWAGE DISPOSAL <br />SERVICE." <br /> <br />Ayes: Benn, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
