<br /> At a Regular Meeting of the City Council on Tuesday, April 8, 2003,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W.
<br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman.

<br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a
<br />Called Meeting on March 25, 2003, a Regular Meeting on March 25, 2003, and a Called
<br />Meeting on April 1, 2003, and was adopted by unanimous vote.

<br />03 - 126 - Presentations:
<br />
<br />· Proclamation presented to Circuit Court Judge Johnny Morrison for "National Drug
<br /> Court Month".
<br />
<br />· Presentation of a Certificate of Recognition to the Mayor's Military Affairs
<br /> Committee.
<br />
<br />· Proclamation presented to Susan Smith for "Portsmouth WalkAmerica Day".

<br />- Public Hearing -
<br />
<br />03 - 127 - Public hearing on the recommended 2003-2008 Capital Improvement Plan.
<br />
<br />Pieter VandeGraaf, 3512 Gentle Road, Chairman of Parks and Recreation
<br />Commission, spoke in support of recreational facilities in the Capital Improvement
<br />Plan (CIP).
<br />
<br />2. Ernestine Derleth, 427 Gloucester Avenue, spoke on citizens leaving the Highland
<br /> Biltmore neighborhood and the closing of schools.
<br />
<br />3. Martin Hill, 101 Lamper Road, spoke in support of recreational facilities in the Capital
<br /> Improvement Plan (CIP).
<br />
<br />4. Vanessa Fields, 1513 Summit Avenue, spoke on improvements to Summit Avenue.
<br />
<br />03 - 128 - Public hearing on proposed increases to water and sewer rates, and real
<br />property tax.
<br />
<br />1. Ernestine Derleth, 427 Gloucester Avenue, spoke in opposition to an increase in the
<br /> sewer rate.
<br />
<br />2. Paul Landers, Jr., 402 Cabot Street, spoke in opposition to an increase in the sewer
<br /> rate.
<br />
<br />3. Mark Geduldig-Yatrofsky, 363 Middle Street, asked for an explanation from James
<br /> R. Spacek, Director of Public Utilities/Public Works, on the sewer rate.
<br />
<br />03 - 129 - Public hearing on the City's Operating Budget for Fiscal Year ending June 30,
<br />2004.
<br />
<br />1. Dr. John E. Schalk, 1701 High Street, spoke in support of funding for the Medication
<br /> Access Program for Portsmouth (MAPP).
<br />
<br />2. Cynthia S. Creede, 338 Douglas Avenue, Executive Director of the Community
<br /> Health Center, spoke in support of the operating budget.
