March 25, 2003 <br /> <br /> (e) The operator shall maintain a logbook tracking the arrival and removal of <br />all vehicles. Upon arrival all vehicles shall be logged in and immediately emptied of all <br />gasoline, oil, radiator coolants, freon, and other fluids before being offered for salvage. <br />All removed fluids shall be disposed of in accordance with applicable laws and <br />regulations. <br /> <br />(f) No vehicle shall remain on site in excess of ninety (90) days. <br /> <br /> (g) Upon arrival all miscellaneous scrap and trash shall be removed from <br />vehicles and disposed of before being offered for salvage. <br /> <br />(h) There shall be no storage of rimless tires on-site. <br /> <br /> (i) All vehicles before being offered for salvage shall be placed on <br />elevated stands to keep vehicles off the ground and shall be arranged in <br />lines and aisles as to offer a neat and orderly appearance. The arrangement of the <br />vehicles shall be clearly shown on the site plan. <br /> <br /> (j) A combination of shrubs, and medium and large deciduous and evergreen <br />trees shall be planted and maintained along the public right-of-way and along the <br />southern property line to provide adequate buffer and screening in accordance with the <br />landscaping plan. The Director of Planning and Zoning shall approve modifications, as <br />necessary, to ensure adequate screening of the facility. <br /> <br /> (k) The facility shall be fenced with an 8' high, 90% opaque fence as shown <br />on the site plan. Landscaping shall be planted and maintained in front of all portions of <br />the fence that are visible from Elm Avenue and the parking lot. <br /> <br /> (I) The operator of the facility shall protect the required Chesapeake Bay <br />buffer strip to be established along Paradise Creek as per the Landscape <br />Screening Exhibit. <br /> <br /> (m) All storm water run-off collection features and best management practice <br />storage facilities shall be approved by the Director of Public Works during the site plan <br />review process prior to construction. The operator of the facility shall monitor and <br />maintain the storm water system so as to protect against the spread of contaminants. <br />The storm water facilities shall be available for routine monitoring at the request of city <br />staff. <br /> <br />(n) No open burning of any kind shall be conducted at the facility. <br /> <br />(o) The hours of operation shall be limited to 8 A.M. to 7 P.M. daily. <br /> <br />(p) No vegetation shall be permitted to grow in the vehicle storage area. <br /> <br /> (q) All crushing of vehicles and noise relating to such operation shall be in <br />compliance with the City's Noise Ordinance. Crushing of vehicles shall be conducted <br />only between the hours of 8 A.M. to 5.30 P.M. Monday through Friday. Crushing of <br />vehicles is not permitted on Saturdays or Sundays. <br /> <br /> (r) Any revisions to the site plan, landscaping plan or elevations made <br />through the use permit application process, including changes by City Council or at any <br />other time must be submitted to the Planning and Zoning Department for consistency <br />review. <br /> <br /> (s) The facility shall be developed and operated in accordance with all <br />local, state and federal laws and requirements, and the operator shall obtain and <br />maintain in effect all required permits. <br /> <br /> (t) All taxes, in connection with the property and the proposed operation <br />shall be paid when due. <br /> <br /> (u) The City may inspect the facility at any time to ensure all use permit <br />conditions are being met. <br /> <br /> <br />
