306 <br /> <br />March 25,2003 <br /> <br />The City Council continues to do its part by setting clear goals and directions for the <br />City. The task of your management team is to translate those goals into the right <br />choices represented by the capital imorovement budget and the operating budget, <br />which are the financial engines that drive our progress. In presenting the proposed <br />operating budget to you today, we believe we have made the best choices that will <br />move our city forward. <br /> <br />In closing, I want to thank everyone who played a role in the development of this budget <br />- and there were many who did. I particularly want to thank the staff of the Finance <br />DeparLment, and extend my personal thanks to Ron Jones, who has so commendably <br />served as our Interim Chief Financial Officer. <br /> <br />2. Items Submitted by City Manger <br /> Jail/Court Proposal - Richard A. Hartman <br /> <br />03 -- 102 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711IA) of the Code of Virgima, to <br />discuss or consider the following: <br /> <br />appointments by Council to boards and commissions, as per subsection 1; <br /> <br />and <br /> <br /> consultation with legal counsel and briefings by staff members on actual or <br />threatened civil or cdminal litigation, as per subsection 7. <br /> <br /> The subject matter of the meeting is the discussion of candidates for possible <br />appointment to City boards and commissions, and also actual or probably civil or <br />criminal litigation. The purpose of the meeting is to protect the public interest in having <br />confidential discussion of those subjects. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned. <br /> <br /> / <br />Minutes prep. e~?~y.', / <br /> <br />Victor H.
