March 11, 2003 <br /> <br />- City Manager's Report - <br /> <br />03 - 86 - Adoption of an ordinance to appropriate $250,000 from the Capital <br />Improvements Fund for the partial demolition of the former Portsmouth Catholic High <br />School and for protection of an older structure within the building for future renovation. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $250,000 from the Capital Improvements <br />Fund for the partial demolition of the former Portsmouth Catholic High School. <br /> <br />Purpose and Need: <br /> <br />· As a result of the outcome of a legal settlement, the City of Portsmouth is <br />responsible for partial demolition of this former high school and protection of an older <br />structure within the building for future renovation. <br /> <br />· A portion of the appropriation is reserved for measures as yet to be determined to <br />restore the site and to stabilize the original structure. <br /> <br />Financial Impact: <br /> <br />· The $250,000 will be appropriated from the Capital Improvements Fund. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $250,000 IN THE CAPITAL IMPROVEMENT <br />FUND FOR THE PARTIAL DEMOLITION OF THE FORMER PORTSMOUTH <br />CATHOLIC HIGH SCHOOL AT WASHINGTON AND LONDON STREETS." <br /> <br />Ayes: Benn, Griffin, Pitts, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 87 - Adoption of an ordinance to appropriate $40,000 from the Capital <br />Improvements Fund for the design and preparation of bidding documents for a fire <br />training facility at the St. Julian's Creek Annex. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $40,000 from the Capital Improvements <br />Fund for design of a fire training facility at the St. Julian's Creek Annex. <br /> <br />Purpose and Need: <br /> <br />· The Commonwealth of Virginia has made funds available to the City in the amount <br />of $325,000 to construct a Fire Training Facility at the Southside Regional Fire <br />Academy located at the St. Julian's Creek Annex. <br /> <br />· The appropriation will provide funds for the design and preparation of bidding <br />documents for the proposed facility. <br /> <br />· The balance of funding required for the $500,000 facility is recommended to come <br />from the City's Fire Funds and from the City of Suffolk, which will share in the use of the <br />facility. The Navy, who is also partnering in this effort, will be donating the land. <br /> <br />Financial Impact: <br /> <br />· Upon approval, the $40,000 will be appropriated from the Capital Improvements <br />Fund. <br /> <br /> <br />
