March 11, 2003 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, March 11, 2003, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard <br />J. Thomas Benn III, Charles B. Whitehurst, Sr., <br />Attorney G. Timothy Oksman. <br /> <br />D. Griffin, Sr., Cameron C. Pitts, <br />City Manager C. W. McCoy, City <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag, presented by Cub Scout Pack 246. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on February 25, 2003, and a Regular Meeting on February 25, 2003, <br />and was adopted by unanimous vote. <br /> <br />03 - 84 - Presentations: <br /> <br />· Special presentation to the City of Portsmouth from Darrin D. Adams, Studio 101 <br /> Professional Photography. <br /> <br />· Presentation of special lapel pins to newly appointed Board and Commission <br /> members. <br /> <br />- Public Hearing - <br /> <br />03 - 85 - Public hearing on use permit and street closure applications: <br /> <br />(a) UP-03-01 <br /> <br />SOUTHSIDE NEIGHBORHOOD - Puli-A-Part of Portsmouth <br />requests a use permit to operate a vehicle recycling center at 3850 <br />Elm Avenue. The Comprehensive Plan recommends industrial <br />development. <br /> <br />1. Susan Taylor-Hansen, 200 High Street, spoke in support of this item. <br /> <br />2. Robert C. Barclay, IV, 200 High Street, spoke in support of this item. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-03-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-03-06 <br /> <br />DOWNTOWN NEIGHBORHOOD - Geneva Park Baptist Church <br />requests a use permit for a women's shelter at 1911 High Street. <br />The Comprehensive Plan recommends medium-density residential <br />land use. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to accept the applicant's <br />withdrawal of UP-03-06, and was adopted by unanimous vote. <br /> <br />(c) UP-03-07 <br /> <br />AIRLINE COMMERCIAL AND INDUSTRIAL CORRIDOR - Fred T. <br /> <br />Mathews requests a use permit to operate a used motor vehicle <br />dealership at 3515 Airline Boulevard. The Comprehensive Plan <br />recommends commercial development. <br /> <br />1. Bill Brooks, 415 PortCentre Parkway, spoke in support of this item. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, <br />recommendation of the Planning Commission that UP-03-07 <br />reading, and was adopted by unanimous vote. <br /> <br />to concur with the <br />be approved on first <br /> <br /> <br />
