March 11, 2003 At a Called Meeting of the City Council on Tuesday, March 11, 2003, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, Charles B. Whitehurst, Sr., City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 03 - 81 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, March 11, 2003 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 03 - 82 - The following items were discussed in Public Work Session: 1. Capital Improvement Program Presentation - C. W. McCoy 2. Afton Square Theatre 3. Presentation of Victory Crossing Business Park - Douglas Smith 03 - 83 - Motion by Mr. Pitts, and seconded by Mr. Griffin, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider the following: personnel matters involving individual employees, and appointments by Council to boards and commissions, as per subsection 1; and the investing of public funds where competition or bargaining is involved, as per subsection 6. The subject matter of the meeting is personnel matters, the discussion of candidates for possible appointment, and public investments. The purpose of the meeting is to protect the public interest in having confidential discussion of these subjects. The motion was adopted by unanimous vote. Motion by Mr. Pitts, and seconded by Mr. Griffin, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
