Februar~ 25, 2003 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, February 25, 2003, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Father John O. Agbaje, St. James Episcopal Church opened the meeting with <br />prayer, which was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on February 10, 2003, a Called Meeting on February 11, 2003, a <br />Regular Meeting on February 11, 2003, and a Called Meeting on February 14, 2003, <br />and was adopted by unanimous vote. <br /> <br />03 - 67 - Presentations: <br /> <br />· Proclamation presented to E. Saunders Early, Jr. for the "100th Anniversary <br /> Celebration of Robbies Hardware." <br /> <br />· A ceremonial signing of a cooperative agreement to create and charter a Human <br /> Resources Executive Forum. <br /> <br />- Public Hearing - <br /> <br />03 - 68 - Public hearing on use permit and street closure applications: <br /> <br />(a) UP-03-05 <br /> <br />PORT NORFOLK NEIGHBORHOOD - Jamie Conrad and Jeremy <br />Arnold request a use permit to operate a restaurant at 2622 Detroit <br />Street. The property is zoned historic limited business (HLB). The <br />Comprehensive Plan recommends residential use. <br /> <br />1. Chad Mantz, 635 Mount Vernon Avenue, spoke in support of this item. <br /> <br />2. Charlie Tisdale, 222 Mount Vernon Avenue, spoke in support of this item. <br /> <br />3. Reverend Terry Taylor, Pastor, Port Norfolk Baptist Church, 3510 Gentle Road, <br /> spoke in opposition to this item. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-03-05 be approved on first <br />reading, and was adopted by a vote of 6-1 (Pitts). <br /> <br />(b) S-03-01 <br /> <br />BRIGHTON NEIGHBORHOOD - Ordinance granting the request of <br />the City of Portsmouth, Portsmouth School Board and Portsmouth <br />Redevelopment and Housing Authority for the closure of a portion <br />of Hoover Street, Argyle Street and Pearl Street. The closure is <br />needed to construct a new elementary school. <br /> <br />1. Dan Pendarvis, 3920 Burtons Point Road, spoke in support of this item. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PORTION OF HOOVER STREET, A <br />PORTION OF ARGYLE STREET AND A PORTION OF PEARL STREET." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
