January 28, 2003 <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing an agreement between the City of Portsmouth <br />and the Virginia Department of Transportation (VDOT) for construction of an access <br />road into the Heftier Creek Wildlife Preserve. <br /> <br />Purpose and Need: <br /> <br />· Recreational access funds are available through the Virginia Department of <br />Transpertatien's secondary road system. <br /> <br />· The City applied for and was granted $112,000 by the Commonwealth <br />Transportation Board at their December 19, 2002 meeting for the construction of an <br />access road from Twin Pines Road into the Preserve's proposed facilities. <br /> <br />· Final approval requires adoption of the attached resolution by the City Council. <br /> <br />· The City of Portsmouth will administer the project. <br /> <br />Financial Impact: <br /> <br />· No direct funding is required from the City of Portsmouth. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN <br />AGREEMENT WITH THE COMMONWEALTH OF VIRGINIA DEPARTMENT OF <br />TRANSPORTATION FOR THE CONSTRUCTION OF AN ACCESS ROAD TO SERVE <br />THE HOFFLER CREEK WILDLIFE PRESERVE. <br /> <br /> WHEREAS, by Resolution R-02-24, dated April 23, 2002, the City Council <br />requested that the Commonwealth of Virginia Department of Transportation (VDOT) <br />establish a project to assist in providing adequate access to serve the Heftier Creek <br />Wildlife Preserve; and <br /> <br /> WHEREAS, the Commonwealth Transportation Board has established Project <br />9999-124-106, N501 for that purpose; and <br /> <br /> WHEREAS, VDOT and the City wish to determine the manner of performing the <br />work, the timing of the work to be performed, and the responsibility of each party. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the City Manager be, and he hereby is, authorized to execute an <br />agreement with the Commonwealth of Virginia Department of Transportation for the <br />provision of adequate access to serve the Heftier Creek Wildlife Preserve, such Project <br />being designated by VDOT as Project 9999-124-106, N501, and such further <br />documents, permits, and agreements as are necessary to complete said Project." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 31 - Adoption of a resolution authorizing the City Manager to execute a deed of <br />conveyance and such other documents or plats as may be necessary to convey a <br />parcel of land on Greenwood Drive to the Portsmouth Industrial Development Authority. <br /> <br />The conveyance of this parcel, adjacent to Bide-a-Wee Manor, is necessary for <br />the future development of that site. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute a deed of <br />conveyance and such other documents or plats as may be necessary to convey a <br />parcel of land on Greenwood Drive to the Portsmouth Industrial Development Authority. <br /> <br /> <br />
