January 28, 2003 Recommendation: · Adoption of a resolution authorizing an agreement between the City of Portsmouth and the Virginia Department of Transportation (VDOT) for construction of an access road into the Heftier Creek Wildlife Preserve. Purpose and Need: · Recreational access funds are available through the Virginia Department of Transpertatien's secondary road system. · The City applied for and was granted $112,000 by the Commonwealth Transportation Board at their December 19, 2002 meeting for the construction of an access road from Twin Pines Road into the Preserve's proposed facilities. · Final approval requires adoption of the attached resolution by the City Council. · The City of Portsmouth will administer the project. Financial Impact: · No direct funding is required from the City of Portsmouth. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE COMMONWEALTH OF VIRGINIA DEPARTMENT OF TRANSPORTATION FOR THE CONSTRUCTION OF AN ACCESS ROAD TO SERVE THE HOFFLER CREEK WILDLIFE PRESERVE. WHEREAS, by Resolution R-02-24, dated April 23, 2002, the City Council requested that the Commonwealth of Virginia Department of Transportation (VDOT) establish a project to assist in providing adequate access to serve the Heftier Creek Wildlife Preserve; and WHEREAS, the Commonwealth Transportation Board has established Project 9999-124-106, N501 for that purpose; and WHEREAS, VDOT and the City wish to determine the manner of performing the work, the timing of the work to be performed, and the responsibility of each party. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute an agreement with the Commonwealth of Virginia Department of Transportation for the provision of adequate access to serve the Heftier Creek Wildlife Preserve, such Project being designated by VDOT as Project 9999-124-106, N501, and such further documents, permits, and agreements as are necessary to complete said Project." Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None 03 - 31 - Adoption of a resolution authorizing the City Manager to execute a deed of conveyance and such other documents or plats as may be necessary to convey a parcel of land on Greenwood Drive to the Portsmouth Industrial Development Authority. The conveyance of this parcel, adjacent to Bide-a-Wee Manor, is necessary for the future development of that site. Recommendation: · Adoption of a resolution authorizing the City Manager to execute a deed of conveyance and such other documents or plats as may be necessary to convey a parcel of land on Greenwood Drive to the Portsmouth Industrial Development Authority.
