January 14, 2003 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, January 14, 2003, <br /> there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Berm III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Vice Mayor Bernard D. Griffin opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on December 10, 2002, and a Regular Meeting on December 10, 2002, <br />and was adopted by unanimous vote. <br /> <br />Mayor Holley announced the Annual Mayor's Prayer Breakfast. <br /> <br />The Public Information Officer, Mr. Wheeler, spoke on Community Meetings. <br /> <br /> - Public Hearing - <br /> <br />03 - 08 - Public hearing on rezoning, use permit and code amendment applications: <br /> <br />(a) Z-02-11 PRENTIS PARK NEIGHBORHOOD - Nelson Jennings, registered <br /> agent of Contemporary Living requests the rezoning at 1(~32 Elm <br /> Avenue from residential RS-(~0 to residential RM-(~0 to operate a <br /> residential care facility for children. The Comprehensive Plan <br /> recommends single-family residential uses in this area. <br /> <br />1. Reggie Allen, 1421 Wilcox Avenue, spoke in opposition to this item. <br /> <br />2. Raleigh Harsley, 2124 Peach Street, spoke in opposition to this item. <br /> <br />3. Richard Cleveland, 1731 Maple Avenue, spoke in opposition to this item. <br /> <br />4. Yvonne Cleveland, 1731 Maple Avenue, spoke in opposition to this item. <br /> <br />5. Nelson Jennings, 2529 Watercrest Place, Chesapeake, spoke in support of this <br /> item. <br /> <br />(~. Mark Geduldig-Yatrofsky, 3(~3 Middle Street, spoke on this item. <br /> <br /> Motion by Mr. Berm, and seconded by Mr. Griffin, to defer consideration of <br />Z-02-11 to the meeting of February 11,2003. Mr. Berm withdrew motion. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that Z-02-11 be denied on first and final <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Moody, Pitts, Randall, Whitehurst <br />Nays: Berm, Griffin, Holley <br /> <br />(b) Z-02-14 WESTHAVEN NEIGHBORHOOD - Wachovia Bank requests the <br /> rezoning of a portion of the property at 2400 Airline Boulevard from <br /> RS-75 to C-2-K. The Comprehensive Plan recommends residential <br /> development. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-02-14 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br /> <br />
