The required 50% local <br />match will be through cash contributions provided by the PARC <br />Place and the HER Shelter. <br /> <br /> I recommend approval of the funds and the transfer of <br />$62,000 from the Grants Contingency Account to support the <br />programs." <br /> <br />two <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. King, to <br />transfer $62,000 to assist the PARC Place and HER shelters in <br />providing much needed assistance to the homeless, and the motion <br />was adopted by the following vote. <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webh <br />Nays: None <br /> <br />94-131 Letter from the City Manager recommending adoption of <br />a motion authorizing the City Manager to award a contract to <br />Urban Design Associates (UPA) for development plans in the City <br />of Portsmouth. <br /> <br /> "Funds are included in the 1994 Community Development <br />Program for the development of an Economic Development Plan for <br />the City. A selection committee composed of staff reviewed <br />proposals from four firms of national reputation. The proposal <br />of Urban Design Associates (UDA) in conjunction with RER <br />Economic Consultants was selected. The selection and cost <br />negotiations were conducted in accordance with the City's <br />purchasing code. This contract will initially provide for <br />consulting services to cover the Downtown and Mid-City <br />Commercial Activity areas. <br /> <br /> I, therefore, request your adoption of a motion to <br />authorize the City Manager to award a contract in the amount of <br />$165,000 to UDA." <br /> <br /> Motion by Mr. King, and seconded by Mr. Epperson, to award <br />the contract of $165,000 to Urban Design Associates for <br />consulting services to cover the Downtown and Mid-City <br />Commercial Activity areas, and was adopted by the following <br />vote: <br /> <br />Ayes: Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: Clemons <br /> <br />- NEW BUSINESS - <br /> <br />94-132 - Mr. Clemons offered the following nominations for <br />appointments to the following Boards and Commissions: <br /> <br />Commission of Architectural Review (Port Norfolk/Park View) <br /> <br />Gerry McCants to be appointed to a term of three years, <br />effective April 1, 1994, replacing William D.
