ADril 12, 1994 <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY THE <br />PROPERTY KNOWN AS LOTS 26, 27 AND 28 AND BLOCK 23 AS SHOWN ON <br />THE PLAT OF THE PROPERTY OF THE PRENTIS PARK CORPORATION, TO THE <br />PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (PRHA). <br /> <br /> WHEREAS, the City of Portsmouth owns property in the City <br />which was formerly the Des Moines Avenue Fire Station; and <br /> <br /> WHEREAS, the City has no further use for said property, and <br />wishes to make it available for community development; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has <br />a potential buyer for said property, and wishes to take title to <br />same in furtherance of these mutual desires. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City Manager be, and he hereby <br />is, authorized to convey to Portsmouth Redevelopment and Housing <br />Authority that certain property situate in the City of <br />Portsmouth, Virginia, described as Lots Twenty Six (26), Twenty <br />Seven {27), Twenty Eight (28), and Block Twenty Three (23) on <br />the Plat of the property of the Prentis Park Corporation, duly <br />recorded in the Clerk's Office of the Circuit Court in the City <br />of Chesapeake, Virginia, in Map Book 7 at page 93, which said <br />property is also shown as Parcel 19 on Map 103 of the records of <br />the City Assessor, of the City of Portsmouth; such conveyance to <br />be according to such terms and conditions as the City'Manager <br />deems to be in the best interest of the~City," <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />94-129 Letter from the City Manager recommending Adoption of <br />a resolution requesting the City of Portsmouth's Congressional <br />Delegation to oppose reduction in Federal operating assistance <br />for public transportation. <br /> <br /> "At its March 30 meeting, the Tidewater Transportation <br />District Commission adopted a resolution opposing reductions in <br />public transit operating assistance which have been proposed by <br />the President. The Administration's proposal would reduce such <br />assistance by 25%, which would impose severe strains on this <br />region's capacity to provide public transportation. <br /> <br /> The cut would reduce Tidewater Regional Transit's Federal <br />funding by about $766,000 in Fiscal Year 1995. State and local <br />funds are not available to make up the loss, and this would <br />inevitably lead to reduced service, increased fares, or both. <br />Perhaps more important, if aid is reduced, it could set the <br />stage for complete elimination of Federal operating assistance. <br />This would result in a $3 million reduction an TRT's funding, <br />which amounts to 15% of its total budget. <br /> <br /> I recommend that you adopt a resolution in support of <br />TTDC's position, and asking our Congressional delegation and the <br />President to continue Federal assistance at the present level." <br /> <br /> Motion by Mr. King, and seconded by Mr. Epperson, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION REQUESTING THE CITY OF PORTSMOUTH'S <br />CONGRESSIONAL DELEGATION TO OPPOSE REDUCTION IN FEDERAL <br />OPERATING ASSISTANCE FOR PUBLIC TRANSPORTATION. <br /> <br /> WHEREAS, increased public investment in transit services <br />provides the potential to enhance business development and <br />prosperity; and <br /> <br /> <br />
