<br /> The odor arising from the marsh at low water is certainly n~t pleasant.

<br /> I am informed by the 0ity Engineer that the sewerage now emptying at the north end of Dinwiddie
<br />street and the Boulevard cmn not be turned into the-matin City sewer and the only way to abate the
<br />nuis~ance is, in my opinion, to fill the marsh, or at least a part of it,
<br />
<br />I wouId, therefore, recommend that at least that pa~ of the marsh between Dinwiddie street and
<br />the high land to west of that street be acquired, filled up with street sweepings ~nd used as a park.
<br /> As it would t~ke some .time to fill the marsh I would further reco~mend~ that, provided the con-
<br />sent of the o~ers eM be secure&, a b~ead of the height of t~elve inches be built across the
<br />trance of 'the creek. This would keep the bottom of the marsh at all times covered with fresh v~ter.
