19o8. <br /> <br />of NorfoLk Oounty have <br />protection <br /> <br /> 3. <br /> <br />thus far been unable to <br /> <br /> cope, which tender, necessary a better police and fire <br /> <br /> than that which is new afforded. <br /> <br />terms and conditions upon which it is desired to annex such territory are as follows: <br /> <br /> Terms and 0onddtions. <br /> <br /> the t~ rate uponthe l~nd annexed shall not be increased beyond the rate assessed by the <br /> <br /> County of Norfolk for its purposes at the time of annexation under this ordinance for a period of <br /> five years after s~eh annexation, except upon the petition of a n~Jority of the freeholders of such <br /> territory presented to the 0ounoil of the 0ity of Portsmouth. <br /> <br /> B. That all revenues derived by the City of Portsmouth from taxation in said territory during suoh <br /> period of five years, either on property or from other sources, including licenses, shall be wholly <br /> expended by the 0ity of Portsmouth upon street, sewer, light, water or other public improvement in <br /> said territory. <br /> <br /> 0. That all 0ounty levies imposed on persons and property within such territory for the current <br /> fiscal year in which said a~uexation is ~de, sh~ll be paid to the 0ounty of Norfolk. <br /> <br /> D. That at the expiration of the said period of five years the tax rate on the land annexed shall <br /> dollars <br /> not be increased in excess of eighteen cents per year on the one hundred~assessed valuation for a <br /> <br /> further period of five years; after which time ~e tax rate shall be the s~me as the tax rate on <br /> other City property; and during the said ~ddition~l five years all of the revenue derived from tax- <br /> ation in said annexed _territory, either on property or from ether sources, including licenses, shall <br /> be wholly expended by the 0ity for the use of said territory, including schools, fire, police and <br /> other expenses for maintenance as well as the improvements mentioned in clause B of this section. <br /> <br /> 4- The provisio~s which are made for the future man~gement and improvement of the said territory <br /> <br /> are as follows: <br /> F~ture Na~agement and Improvement. <br /> <br /> A. TheGity of Portsmouth will, as soon as annexation is accomplished, afford police and fire pro- <br /> tection a~dp~b~!d~ ~chool f~ci~lities to the citizens residing dn -the a~nexed territory, and will, <br /> with 'all re~sonable dispatch, afford and furnish other public facilities and improvements to said <br /> citizens as provided by law. <br /> <br /> B. Should the maid territory be annexed the s~me is to be divided into two v~rds, to be knovm as <br /> the "Sixth ~ard" and "Seventh Ward,~" respectively; each of these w~rds is to be represented on the <br /> 0ouncil of the City .By three 0ounoi!men, two on the 0ommon Council ~nd one on the Board of Aldermen, <br /> who must possess ~tl of the qualifications required by the Oity charter. The first councilmen are <br /> to be selected by the qualified voters of their respective wards in such manner as the 0ity'0oun- <br /> oil may determine,~ an~ the~ SUooess~r~ are to be elected at th~ s~me time-and in the manner pre- <br /> <br /> scribed bythe City charter. The said councilmen for the first rem years shall have the right to <br /> Oo~.ncit <br /> vo~e on ~11 questions arising before the^eEcept on questions of finance or the expenditure of money <br /> <br />not derived from their respective wards. After the expiration of the said ten years said council- <br />~men st~ll l~ve the right to vote on all questions. <br /> <br /> O. ~or the first ten years after said a~nex~tion there shall be a local board of improvement for <br />each of said wards, compose~ of five qualified voters of said ward, who are to be chosen by the <br />qualified voters of their respective w~rds in ~ch manner as the 0ity 0ounoil shall determine. And <br />during the s~id period of ten years all of the rev&nues derivtd from the said two wards ~re to be <br />kept separately and are to.he expended by the 0ouneil ef the 0ity in the ward from which it was de- <br />~ive~, upon th~recommendation of the!coal board of improvement for that ward. <br /> <br /> 5- That the 0ityAt~orney be, and he is, hereby instructed to institute and prosecute the neces- <br /> <br /> <br />
