John Howard Hall sai~ he arose to a question of privilege, in that the School Board had, without any reference te the Council therefor, contracted a debt of about $4,500 for the erection of a school house, which amount in excess of appropriation for the purpose the Council is expected te raise. He said he wished it te be distinctly under~tood that he is not opposed to liberal ap- propriations for the schools, but, on the other hand,'high!y favored the sa~e; his objection was to the manner in which this appropriation was sought to be obtained.
