November 12, 2002 <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, that agenda item <br />Z-02-05 be denied, and was denied by the following vote: <br /> <br />Ayes: Benn, Moody, Pitts, Randall, Whitehurst <br />Nays: Griffin, Holley <br /> <br />(b) UP-02-15 <br /> <br />DOWNTOWN NEIGHBORHOOD - Isaac Williams requests a use <br />permit to convert a restaurant into an entertainment establishment <br />at 623 High Street. The Comprehensive Plan recommends <br />commercial use. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to refer this item back to <br />the Planning Commission and that it not to be returned to Council's agenda until all <br />taxes are current, all other matters related to the use permit are in order, and was <br />adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />(c) UP-02-20 <br /> <br />VICTORY CROSSING - Edgar Pinilla requests a use permit to <br />operate a 131 seat Mexican restaurant with the sale of alcoholic <br />beverages at 4020 Victory Boulevard. The property is zoned <br />General Commercial, C-2. The Comprehensive Plan recommends <br />commercial development. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-02-20 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) UP-02-22 <br /> <br />LONG POINT NEIGHBORHOOD - Shelia Poisson requests a use <br />permit to operate a family daycare for eight (8) children at 9 Shoal <br />Court. The Comprehensive Plan recommends single-family <br />residential uses in this area. <br /> <br />1. Shelia Poisson, 9 Shoal Court, spoke in support of this item and asked about the <br /> City's requirement that no one outside of the home be employed in the operation. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-02-22 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(e) SNC-02-02 <br /> <br />WESTHAVEN NEIGHBORHOOD - Ordinance granting the request <br />of the City of Portsmouth for a street name change of the existing <br />Bart Street to Gloria Carr Drive. The existing street is located <br />between South Street and the completed Bart Street, between <br />Airline and Frederick Boulevards. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO CHANGE THE NAME OF BART STREET TO GLORIA CARR <br />DRIVE BETWEEN SOUTH STREET AND THE COMPLETED BART STREET, <br />BETWEEN AIRLINE AND FREDERICK BOULEVARDS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
