<br />Stated that after the prOPosed contract for

<br />Jordan ~ppe~zed before the Finan¢~ Committees of
<br />
<br />the 0ouncil and Board of Supervisors, through his attorney, R. R~udoiph Ricks, and requested to have
<br />mll n~mes, except his own, erased from said contract; that he, the City Attorney, and the Oommon-
<br />wealth Attorney for Norfolk County agreed that the committees had no authority to make such alter~
<br />ation in the contract without the consent Of ~he. Oity Oouneil and the Board Df ~up~rvisors therefor,
<br />
<br />smd so told Mr, Ricks; but said tha~ they would lay the request before their~ respective bodies.

<br /> 0n motion, the O!erk was directed to read the contract as drawn by the attorneys for the Oity
<br />
<br />and 0ounty.
<br />
<br /> The contract ha~ing been read, Mr. Hicks, attorney for Mr. ~ordan, asked permission to address
<br />the 0ouncil concerning his reason for requesting that all .n~mes be erased from the contract except
<br />
<br />that of Mr. Jordan.
<br />
<br />~r. Glover moved that speaches on the contract, other than by members of the 0ouncfi, be tim-
<br />
<br />/ted %0 ten minutes. The motion was lost.

<br />Mr, Hicks was grantedthe privilege of the floor and spoke i~ subs~amoe ,as follows:

<br />Re said that ~r. Jordan had conferred with Fergus Reid, John H. Rogers and ethers in regard to
<br />
<br />making a bid for lease of the Ferries, and, if successful in bidding, they had ~eoided to form a
<br />syndicate for operating them, That Fergus Reid & Co. h~d furnished ~Mr. Jordan with a certified
<br />cheek for $5~00 to e~ble him to bid~ and he ~not full~ underst~anding ~he matter mud in-the confu-
<br />sion attending the bidding, had given the name of Fergus Reid &~o. as bidder instead of his own
<br />name, That it was never intended that Forges Reis & Co. were to be individually responsible for
<br />
<br />lease of the Ferries but the s~-ndioate when formed, and T~hat said syndicate was now ready to give
<br />
<br />the required bond of $i00,000 and was fully prepared in all other respects to carry out the con-
<br />
<br /> ~he City Attorney replied to Mr, Ricks, and stated that Mr. ~ordan had no right technically
<br /> not
<br />to bid for the lease as he was^trnov¥~ by the cheek offerred in the transaction. He added, however,
<br />
<br />that award for the lease could be made ieg~iiy to ~. Jordan if the Oounefi and ~he Board of Su-
<br />
<br />· pervisors should think proper to do so; and the Oommonwealth Attorney, who w~s present, agreed to
<br />
<br />the statement.
