May 10, 1994 At a Regular Meeting of the City Council held May 10, 1994, ther~ were present: 363 on Tuesday, Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C. Hawks, V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney. Amanda Bell, 1st grade student, James Hurst Elementary School, opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Webb called the meeting to order and welcomed all in attendance. Motion of Mr. Epperson, and seconded by Mr. Griffin, the minutes of a called meeting on April 19, 1994; a Called Meeting on April 26, 1994; and a Regular Meeting on April 26, 1994, be approved, and was adopted by unanimous vote. 94-151 Proclamation presented to Michelle Johnson, Executive Director for "Girls Invent the Future Day". 94-152 - Proclamation presented to Velma Hinnant and Helen Fooshe for "Toastmaster Week". 94-153 - Proclamation presented to Lt. Brenda Lundy, D.A.R.E. Coordinator, for "D.A.R.E. Family Day". 94-154 Proclamation presented to LUia B. Director, Portsmouth Social Services, for Prevention Month". Holland, Assistant "Virginia Adult Abuse 94-155 - Proclamation presented to Captain Otis Childs for "Salvation Army Week". 94-157 Non Agenda Speakers 1. Jack Shaw, 503 Linda Road, spoke on the retirement proposal. 2. Roger Garrett, 410 Felton Road, spoke on problems with the railroad tracks in his neighborhood. 3. Helen Person, 1314 Green Street, spoke on lead in Washington Park. 4. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the proposed operating budget. 5. Charlie Riddick, 718 Henry Street, spoke on the ABEX Superfund site. 6. Lloyd Beasley, spoke on the operating budget. PUBLIC HEARINGS - 94-158 - Public Hearing to consider a tax rate change to the (E-911) Emergency Telephone System. There were no speakers. 94-159 - Public Hearing to consider a proposed change to the water rates. There were no speakers.
