<br /> At a Regular Meeting of the City Council on Tuesday, February 27, 2001,
<br />there were present:
<br />
<br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas
<br />Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Daniel M.
<br />Stuck, City Attorney Timothy Oksman.
<br />
<br /> Retired Associate Pastor Jackson Shaw, Western Branch Community Church,
<br />opened the meeting with prayer, which was followed by the Pledge of Allegiance to the
<br />Flag.
<br />
<br />Vice Mayor Griffin called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting on February 13, 2001, a Regular Meeting on February 13, 2001, a
<br />Called Meeting on February 15, 2001, a Called Meeting on February 16, 2001, and a
<br />Called Meeting on February 17, 2001, and was adopted by unanimous vote.

<br />01 - 67 - Presentation:

<br />Presentation of special lapel pins to newly appointed Boards and Commissions
<br />members.

<br />- Public Hearing -
<br />
<br />00 - 310 - Public hearing on a comprehensive plan application:
<br />
<br />(c) CP-00-02
<br />
<br />RIVER POINTE NEIGHBORHOOD - An amendment to the
<br />Comprehensive Plan's Tax Base and Jobs section to permit
<br />residential development in the River Pointe Office Park.
<br />Amendments will also be made to the following tables: Exhibit 4-5,
<br />Development Strategy, Exhibit 4-7, General Land Use and Exhibit
<br />8-1, Major Development Opportunities. Deferred from the
<br />December 12, 2000 City Council meeting.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to refer this item back to the
<br />Planning Commission, and was adopted by unanimous vote. No public hearing was
<br />held.

<br />01 - 49 - Rezoning, group housing, and parking reduction applications:

<br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to adopt the following
<br />resolutions and ordinance, approved at the February 13, 2001 meeting, and was
<br />adopted by the following vote:

<br />"A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING USE PERMIT

<br />CONSTITUTION AVENUE.

<br /> WHEREAS, the applicant, Regency Development Associates, has made
<br />application pursuant to Section 40-112 of the Code of the City of Portsmouth, Virginia
<br />(1988), as amended, for the approval and granting of a group housing use permit for 21
<br />apartment units for the elderly at 253 Constitution Avenue, Portsmouth, Virginia, more
<br />particularly described as follows:
