P. SIa- <br />ter and S. B, Eutchins of the Pabli¢ Property 0ommittee of the-aouncil .of the airy of Portsmouth <br />do not consider the same as in any-sense am official communication from the 0ounciI of said Oity, <br />and therefore it cannot be considered. <br /> <br /> ~RESOZV~D, that we h~ve instructed the ~ommonwealth Attorney to resist the erection of a build- <br />lng on the proper~y owned Jointly by the 0ity and aountyunless the looation'thereof can be mutu- <br />ally agreed upon, otherwise the Board of Supervisors shall insist that it has the ri ffht to erect <br />buildings on the property which are now needed for 0ounty purposes, without consulting the Oity au- <br />thorities as to the location of the same. <br /> <br /> "RESOLVED, that the Olerk of this Board is directed to transmit a copy of the <br />Co~oiI of the 0ity of Portsmouth. <br /> "A copy. <br /> ~Teste: .AlvahH. Nartin. <br /> <br />foregoing to the <br /> <br /> The communications having been read the chairman of the Public Property 0ommittee said that he <br />h~d h~d several talks with the 0ommonwealth Attorney for Norfolk 0ounty in regard to what was pro- <br />posed about the Olerk's office, and the 0ommo~wealth Attorney himself had suggested that the 0om- <br />mittee set forth in writing to' the Board of Supervisors the pro~ositions made personally concerming <br />such matters. Therefore, the ch~irma~.ad~ed, he had been led to believe that the propositions of <br />the 0omm*ttee would be accepted by the Board of Supervisors. <br /> Mr. Bri~son then moved-that the propositio~s made to the Norfolk County Board of ~upervisors <br />concer~ingthe ~lerk's office be-concurred in. ' <br /> After some discussion of the m~tter Mr. ~ontague moved to amend, that the first proposition <br />o~ly be adopted. <br /> The amendment by ~r. Montague was adopted, <br /> <br />~he t~ioense Tax Ordir~noe for' 1910-11, <br /> <br /> On motion, it w~s agreed that only amendments and substitutes for the sections of last Year's <br />Ordinance be re~d. <br /> <br /> ~t w~s f~.rther agreed that the several sections might be discussed, when it was so desired, <br />but that there should be no adoption of them at this meeting. <br /> <br /> On motion also, members of the Retail Merchants' Association present were accroded the privi- <br />lege of the floor. <br /> <br /> ~ongwith the License Tax Ordinance there was read also a communication from the Re~ail Mer- <br />ohants'~Assooiation'in which protest was-made against the adoption of the section concerning the <br />tax on merchants, as recommended by the Joint Fimance 00mmit~ee; they requested as a substitute <br />~he~efor that there should be a flat rate of $I2,50 on thermate of business of~merch~nts and ~ per <br />oenm. additional ~nnually on the rental value of such .plaoe~ mn ~exc~ss of $100. thereof. <br /> This, the first section, was discussed by Messrs. Brinson, Welton, ~anghorne, Williams, and <br />by Nr. Morris of the Retail Eerc~nts' Association. Mrj Norris held out for the ehamge proposed <br />by his Association, and the other gentlemeu were opposed to the change. <br /> Then the reading of the sections was continued to %he end, with only ome or two suggested ver- <br />bal changes made without objection to same. <br /> <br />On motion, adjourned. <br /> <br /> <br />
