<br />even with the existing difference in the cost, it is to the ~ity's interest to award the contract for

<br /> ~We therefore recommend that the contract be awarded to the Atlantic Bithulithic Co. at the price
<br />set forth in their bid, ~2.02 per square yard, with the understanding that it shall be optional with
<br />the ~ity~ at any time during the progress of the work, to add to the contract other streets at a price
