"5~ne Honorable 0ity Council,
"Portsmouth, Va.
"Gentlemen:-~
~e, a ~a~ority of-your ~treet Comities, beg to report that we
~treet Paving, and attach hereto a tabulated statement of the bids.

~Ths lowest bids are for sheet asphalt, but our experience with this material in our streets at
this time, and our investigation of its merits, as compared to ~ithulithic, has convinced us that.
even with the existing difference in the cost, it is to the ~ity's interest to award the contract for
Bithu!ithic,

~We therefore recommend that the contract be awarded to the Atlantic Bithulithic Co. at the price
set forth in their bid, ~2.02 per square yard, with the understanding that it shall be optional with
the ~ity~ at any time during the progress of the work, to add to the contract other streets at a price
not exceeding ~2.02~

"we furzhsr recommend that tn~ following named streets be included in the contract, ~
