<br />An Ordinance to Prohibit the Swinging of Gates or Doors Outwardly over the Streets of the 0ity.

<br /> ~I disapprove of the above ordinance to prohibit the 'swinging of gates or doors outwardly over
<br />the streets of the City.
<br /> "The property owners have a right ~o the r~asonable use of the streets. The swinging of gates
<br />or doors outwardly would inconvenience the public no more than. if as much as. the passage of vehi-
<br />cles across the sidewalks from roadway to lot on which there may b'e stables~ the rolling of barrels
<br />or boxes across the sidewalk, the unloading of carts, wagons backing up to the curb and ~oading by
<br />means of a pla~ from wagon to the door of the building, the erection of porches on the sidewalk, the
<br />placing of boxes, barrels, fruit-stands, dc,, on the sidewat~;~ and the adoption of this ordinance would
<br />cause quite a~ expense to those who~have"g~tes Or doors ~swinging outwardly,
<br /> 'Those who do not keep their Nates closed or permit them to remain for any l~ngth of time swing-
<br />ing on the sidewalk so as to interfere with the use of the sidewalk could be fined for having an ob-
<br />§truction, ~nd the ~e!ice fo~ce have been directed to report all such persons after proper warning.
<br /> "If the ordinance is neeessary~ it should be made the duty of the police force as well as the
<br />Street Znspector to see to the enforcement of the same.
<br /> ~Beli~ving that the objections raised to gates zwlnging outwardly can be overcome by ordinances
<br />now in effect. Z disapprove of the above ordinance requiring gates or doors to swing inwardly~

<br />An Ordinance to Rename Certain.Streets in the Seventh Ward of the 0ity.
<br />
<br /> ~I disapprove of the ordinance to rename certain streets in the Seventh Ward.
<br /> "The names of streets should not be ~hanged unless there is a good reason for changing the na~es,
<br /> "There is a good reason for changing the names of all of the streets whose n~mes the ordinance
<br />. proposes to change, except the first two and, as the object of the ordinance to rename the streets is
<br /> to prevent confusion,:the name o£ the third street, Park Avenue, should be other than Parker Avenue,
<br /> as there is a ~arker Street in the Seventh. Ward and the names are too near alike,
<br /> "I see no good reason for the change of the name of 0ossack street to Naval Place. There is a
<br /> Naval A~enue in the Fifth Ward, and if then a me nr~st be changed it should be some name not so similar
<br /> to the street in the Fifth Ward.

<br />The Chairman of the Finance Committee offered the following resolution:

<br /> Resolved, that the Treasurer be, and he is hereby, authorized to make notes in The Bank of
<br />Portsmouth, The ~erchants' & Farmers~ Bank, the Bank cf Tidewater, and The First National Bank of
<br />Portsmouth, to amount of Fifth=five Thousand Dollars ($55~000.00), at such times and for such parts
<br />of said Fifty-five Thousand Dollars [$55,000.00) as the Joint Finance 0ommittee of the 0ity Council
<br />may, in its discretion, direct, in order to re-imburse the Paving Bond Account for such amount drawn
<br />from it; and said not~s, to said amount, are to be repaid from the revenues of the 0ity for the cur-
<br />rent year.

<br /> "To gr~nt a franchise for the use of Hatton street, between Glasgow and London streets in
<br />the City of Portsmouth, to operate a Street Oar Line with a single track, or double tracks if permis-
<br />sion be first obtained from the 0ouncil, and to authorize the accepted bidder to construct said tra~
<br />or ~racks, erect its poles and string its wires for the purpose of operating its cars ever the said
<br />street."
