Happer, to be°mn January l, 1910, which I regret, appreciating as ~ do the brilliancy <br />of intellect of the gentleman affected~ that ~ must disapprove for the following reasons: <br /> "Salaries should be fixed ~or the office and not the man, and if it is desired to give Captain <br />Happer a larger salary on account of his unusual ability it would be equally consmstent~' to reduce the <br />salaries of Other City officials whom-you may consider not so brilliant or efficient. <br /> "Adequate compensation should be fixed for all offices and it is up to the peoole to elect com- <br />petent persons to fill these offices. <br /> ~hile I favor a reasonab!e increase in the salary of the 0ity Attorney yet the one hundred and <br />fifty per cent.increase is unprecedented and unusual and is more than any other city of like size <br />in the State is paying {Roanoke and Ly~chburg paying $1,500, ~ud Petersburg and Newport News, ($1,200).. <br /> "The~e are other City employees giving their entire time to the 0ity, some of them have asked fez <br />a modest increase in their s~laries or compensation and others who have not asked, but no less enti- <br />tled to an increase, who should be considered before such an increase is made in the salary of one <br />official who does not give his entire time to the 0ity. <br /> "If the additional compensation is to be for increased work to be required of the City Attorney <br />~hen section 67 of"the~-City ordinances defining the duties of the office should be amendad so as to <br />more explieitely define what these duties are before the salary is increased. <br /> "I see no reason to expect any material increase in the work to be done by the City ittorney <br />for the next year or so and~ consider a sum materially less than $2,500, adequate compensation for the <br />present. · <br /> <br /> <br />
