Slater, Oity Clerk." <br /> <br />"VIRGINIA:- <br /> "At a meeting ef the Board of Supervisors cf 'Norfolk 0ounty held April 4th, 1910. <br /> <br /> 'RESOLVED, that the Board of Supervisors in receiving the communication of Messrs. L. P. Starer <br />and S, B. Hutchins of the P~btic Property Committee of the 0ouncil of the ~ity of Portsmouth do net <br />consider the same as in any sense an official communication from the Council ef said Oity, and there- <br />fore it cannot be considered. <br /> <br /> "RES0~VED, that we have instructed the Oommonwealth Attorney to resist the erection of a build- <br />ing on the property o~ned jointly by the Oity and ¢ounty umless the location thereof can be mut~ally <br />agreed upon, otherwise, the Board of Supervisors shall insist that it has the right to erect build- <br />ings on the property which are now needed for Oounty purposes, without consulting the Oity authorities <br />as to the location of the same, <br /> <br /> "RESOLVED, tl~% the Clerk of this Board is directed to transmit a copy of the <br />Council of the Oity of Portsmouth. <br /> "A copy, <br /> "Tests: Alvah H, N~rtin, Clerk." <br /> <br />foregoing to the <br /> <br /> The communi~tions between the. lPub!ic Property Committee and the .Board of S~apervisors having been <br />read the c rman of the 0ommmttee~hat he had had several ~alks with ~he ~ommonwealth Attorney for <br />Norfolk County in regard to what was ~ro~osed about the Clerk's office, and the Commonealth Attorney <br />himself had suggested that the Committee set forth in writing to She Board ef Supervisors the propo- <br />sitions made personally concerning the same. Therefore, the chairman ~dded, he had been led to believe <br />that our propositions would be accepted by the Board ef Supervisors, and he was much surprised at their <br /> <br /> Mr. Brinson then moved that the propositions made t~ Norfolk Oounty Board~of Supervisors concern- <br />ing the Clerk's office be adopted. <br /> After some~discussion of the matter Mr. Montague moved to amend, that the fires proposition 0nly <br />be adept~ed. <br /> The amendment by Mr, Nontague w~s adopted. <br /> <br />The ~ieense ~x 0rdin~nce for 1910-11. <br /> <br /> Along with the ~ioense Tax Ordinance was read also a communication from the Retail Merchants' <br />A~soeiation, in which protest w~e made~g~inst the adoption of the Ordinance as proposed by the Jeint <br />~in~nce Committee, co~¢~rni~ng t~e ta~ on merchants, and requested as a substitute therefor that the <br />flat rate en the plmces of business ef merchants should be $12.50 annually with an additional $ per <br />cent on the ren~$~l v~lue of such places, over $100.00. <br /> <br /> 'On motion of N~. Jno, Howard Hall, members of th~ Re%ail ~erchants~ Association present were <br />corded the privilege of the floor. <br /> <br /> On motion, it was agreed that only the amendments and substitutes to sestions of the last year's <br />0rdin~nce should be read. <br /> <br /> ~.. Ballentine moved that the several sections read be discussed, when se desired, but not adop- <br />ted at this meeting. The motion was adopted. <br /> <br /> The first Section of the Ordihance/the seeti~n concerning the tax on merchants, was discussed <br />at some length by Messrs, Brinson, ~elton, Zanghorne, ~illiams, and by Mr. John A Morris of the Re- <br />tail ~erchants' Association. Nit. Norris held out for the 0hange in the Ordinance proposed by his <br />sociation, and the.other gentlemen opposed thereto. <br /> Then the readzng of the several sections was eontmnued to the end, with only one or two suggested <br />verbal changes made without objection to same, <br /> <br />On motion, Adjourned. <br /> <br /> <br />
