<br /> A petition from residents on Chestnnt street asking relief from the bad condition of Said street
<br /> We report that holes in the street have been filled, but th&t said street ca, not be put in
<br />good condition until permanent improvements are made thereon.

<br /> Tb instruct the City Engineer to make the several tests required on the Bithulithie pavement~ as
<br />set forth in the specifications for the same; aud such other tests as mmy be deemed necessary; mud
<br />the Engineer to submit reports of these tests to the Street Committee.

<br />1911, I beg to submit the following report of .result of tests made on the Bithulithic pavement mate-
<br />rials now being used and placed by The Atlantic Bithulithie Co. under the contract with the City of
<br />Portsmouth, Virginia; together with copies of correspondence concerning said tests.
<br /> "lst. The cement being~ used for co~erete work is k~own as "Old Dominion," mn American Portland
<br />Cement of standard make, man~fmctured in Virginia.
<br /> "Samples of this cement .representAtive to .that being used on the work, were taken by myself mud
<br />submitted to Mr. J. L. Smith, Cement Inspector of the S, A. L..Railway Co.,for tests. The result of
<br />tests indicate that this cement f~llyeomplies with standard requirements~ as shown by test sheets -:
<br />attached hereto.
<br /> "2nd. The Blthalithie pavement, now he~ug.laid in this Oity, being a patented composition and
<br />the patent rights thereon being owned by Warren Bros. Co., 59 Temple Place, Boston, Mass., who have
<br />iieensed to ~he Atlantic Bithulithie Co. the~r~ght to use same under certain conditions, wkich are
<br />set forth in the following correspondence, copies ef which are embodied herein.

<br />To consider the advisability of extending Washington street to Sixth. Progress.
<br />
<br /> The condition of the Swimming Point bridge.~
<br /> The bridge is not in good condition, and probably not fit to make any permanent repairs on,
<br />although temporary repairs mmybe mmde for it. The City Engineer hms been instructed to prepare
<br />plans for substituting a concrete culvert for the old bridge.
<br />
<br /> It is recommended further that the Gosport bridge be ~ebuilt of re-i~foreed concrete, and that
<br />the City Engineer be instructed to m~ke plans for the same, and obtain an estimate of cost. It is
<br />also recommended that the Oity ~ugineer be authorized to employ an expert ~nEineer to f~rnish him
<br />with plans and speclfieatlons for this bridge and the Swimming Rolnt~bridge, at a cost not in exeesm
<br />of $1oo.oo.

<br /> It is recommended .further that Dinwiddie street be extended on a straight line to ~ifth street,
<br />andthat the Committee be authorized to negotiate for the purpose the purchase of such property as
<br />me~v be needed on the line of said extension.
<br />
<br /> It is further recommended that .a petition of the Traction Company to be allowed to put a dimmond
<br />shaped switch on Oaledonia s~eet, between ~reen an~ 0hestmnt, be granted.
<br />
<br /> And f~rther recommend that the ~,840.00 for the paving el. Water street mhd t~ $~.75 for
<br />Crushed Stone, be trausferred to the ~t=e~t Olemning Account.
<br />
<br /> And further recommend that the .$720.00 for the 'paving of High street, between Effingham and
<br />Ohestnut~ and $675.00 for the paving of Third street, ~hieh smid amounts were set aside in the "bud-
<br />get" for 1911 for ~hese works, be now mmde avaii~ble.
