November El, 1911. <br /> <br />lic thoroughfare, between High and King streets: <br /> <br /> "~F'~EREAS, the City of Portsmouth desires that Cook street shall be opened as a public tho=ough- <br />fare~ from High to King streets in said City; <br /> S~D EHEP~AS, in order to open said Cook street, it will be necessary to use a portion of the <br />propertyof the Seaboard Air:..Line Railway, sad to cross the same; <br /> n~D W~P~AS, the City of Portsmouth, in order to open said street ~hrough the property of the <br />Seaboard Air Line Railway, as indicated, is willing to accept the use of the same on such terms and <br />conditions as the Seaboard Air Line Railway ~y indicate; <br /> "AND WHEP~AS, the Se~ooard Air Line Railway has given its consent to the use of so much of its <br />property as may be necessary to extend said Cook street through the same, provided it be understood <br />and agreed that such use is to be a license or permission only, and that the s~me is granted with the <br />express understanding and condition that it may be revcked at the pleasure of the Seaboard Air Line <br />P~ilway~ (See letter of General Counsel Seaboard Air Line Railway of this date attached). <br /> ~THE~FORE BE IT RESOLVED, That the City of Portsmouth accepts the offer of the Seaboard Air Line <br />P~ilway, as above set forth, and the terms and conditions specified therein as to the use of ~hat por~ <br />tion of the Seaboard's property necessary for the opening of said street; and agrees to keep same in <br />good condition and repair~ while used as a street, and to surrender possession of the same upon thir- <br />ty days, notice, in writing, from the Seaboard Air Line Railway, or its authorized representative, so <br />to do.~ <br /> Er. E.'R~.Ba~ksdale. of. the Fifth ward was p=esen~ and spoke:in the interest of said reso- <br />lution. He also advocated the City taking over the lights on High and E~fi~F~ S~re~tS,~which are <br />now being paid for by.the merchants on the said sSree%s. <br /> On motion, the resolution for opening Cooke street, between High and King, was refer- <br />red to the Sixth Ward Local Board, but the Chair in-formed Mr. Barksdale that the matter of the City <br />taking over the lights on High and Effingham streets was already under consideration. <br /> Whereupon,~Mr. Williams moved that the Light COmmittee be authorized to obtain from the <br />~irginia Railway & Power Company the cost of the lights now rGn by merchants on said streets, and <br />also the character of said lights. <br /> <br /> Mr. Langhor_ue stated that the Auditing Cormnittee, Chairmen of Committees, &c., were put to con- <br />siderable inconvenience because of lack of a suitable requisition attached to bills, and he moved <br />that the ~diting Committee be instructed to bring in a new form of requisition tO accompany bills <br />made for supplies. The motion was adopted. <br /> <br /> ~. Davis presented the following resolution: <br /> ~Resolved, That prior to the payment of fir~al <br />amount or reserved amotu~t due the Paving Contractorz, nowputting in 9ith~lithic pavement in the City, <br />the Street Committee be instructed to make thorough inspection of the entire work with the aid of ex- <br />pert and practical assistance, in order to secur~ the class of work ,for which contract was made." <br /> On motion, the resolution was adopted. <br /> <br />the <br /> <br /> Mr. Langhorne moved that the Street Committee be instructed to consider the' matter of relieving <br />congestion of cars at the Ferry wharf by route through Queen to Crawford street. <br /> The motion was adopted. <br /> <br /> On motion of M~o Adams, the attention of <br />Effingham streets. <br /> On motion, adjourned. <br /> <br />the Street Committee was called to holes <br /> <br />on Green and <br /> <br /> <br />
