<br /> On motzon, the matter was referred to a Joint Session of the two branches Of Council.

<br /> A petition ~f Nor~ Cassell ~d sundry others for an appropriation of $600.00 a year for the
<br />maintenance of a fre~ public Library, was refer~ed to the Finance and Public Property Committees.

<br /> Mr'. Markham presented the petition of Captain A. H. Only of the Police force, to be paid $1~.~0,
<br />because of time lost from dut~ ~e~ween March 1st and March 6th on account of sickness.
<br /> On motion, the petition was referred to the Joint Finance Committee.

<br />Mr. Markham offered the following resolution in regard to redistricting the several City wards:

<br /> "I~THEREAS, Section 1014 c of the Code provides that whenever, by the last United States Census
<br />or other enumeration made by authority of law, it shall appear that the population in any ward ex-
<br />ceeds that of any other ward by as much as three thousand ($,000) inhabitants, it ehall be the duty
<br />of the City Council to redistrict the City into wards, so that no one ward shall exceed any other
<br />ward by more than three thousand (S,O00) inhabitants$
<br />"~HEREAS, Section iOiB b provides.that the City Council shal~ prescribe by ordinance the number
<br />of members of each branch of the Councml and re-app~=tion the representatm~n there~n among the wards,~
<br />so as to give each ward equal representation as far as practicable;
<br /> ,WHEREAS, it was sho~w~ by the last United States Census that several of the City wards have
<br />three thousand (3,000) moze inhabitants than other Wards~
<br /> ~NOW THEREFORE BE IT RESOLVED by the Board of Aldermen (the Common Council concurring) that a
<br />special committee of five (5) members of the Council be appointed, two on the par~t of the Board:~of
<br />At~ermen and three on the part of the Common Council, who shall within ninety~90) days from the a-
<br />doption of this resolution recommen~ to-the Council such changes in the boundaries of the wards and
<br />the representation therefrom as they may deem expedient."

<br />On motion, the resolution was~adopted by the following vote:

<br /> Mr. Moore moved~to refer to the Ordinance Committee the advisability of an ordinance for the
<br />protection of shade trees in the City. The motion was adopted.
<br />
<br /> Mr. Nicholson presented the following resolution in regard to endorsing the extension of a high-
<br />way between South Mills and Elizabeth City, N. C:
<br />
<br /> "~r~RF~AS, it is represented that the Road leading from Watlaceton along the canal bank to South
<br />Mills, N. C., is in such a condition as to be almost impassable with a loaded vehicle, since the
<br />high banks were throe up incident to,deepening the canal, which shuts out a large extent highway
<br />traffic between this City and that place and Elizabeth City, North Carolina, and in view of the fact
<br />that Deep Creek macadam road leads out to Lindsay's store, and thence on in a southerly direction to
<br />the Lake Drummond Baptist Church, near the North Oarolina line, which Da~t of said road is in good
<br />condition, and its extension on across a swamp a few miles from the Ballahac road and at right angle
<br />to this road will put this city in easy and closer communication with the counties of Camden, Curri-
<br />tuck, Pasquotank and Perquimans, N. C,, giving an excellent drive ~= automobilists, as well as for
<br />country carts and other vehicles, which would be of great benefit to this city commercially and other-
<br />wise, as well as the territory concerned,
<br /> "TBEREFORE BE IT RESOLVED by the Board of Aldermen, the Common Council concurring, that we hear- ~
<br />tily endorse the extension of the proposed highway to South Mills and Elizabeth City, N. O., and the ~
<br />Chairman of each branch of Council is directed, if practicable, to invite the Boards of Super~i~ors~
<br />of Camden County, N. C. and Norfolk County, to this city as their guests, and to confer with them in
<br />regard to this matter and to take preliminary steps to further the building of such a road."
<br />
<br />On motion, the resolution was adopted by the

<br /> The President announced that he had appeinted Messrs. Nicholson and WiiliaEs on the Committee
<br />in regard to extending the highway.

<br /> Mr. Markham moved the appointment of a ~ommittee on Rules to prepare suitable rules for the
<br />government of the Board of Aldermen, and to present the same.
<br /> The President stated that there was already a Committee on l~ules to whom proposed rules
<br />could be submitted.
