Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., Ja~nes C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, <br />Stuart E. Katz, City Attorney. <br /> <br /> Reverend Jack W. Stallings, Collinswood Baptist Church, <br />opened the meeting with prayer which was followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Martin, the <br />minutes of a Called Meeting on June 21, 1994; a Called Meeting <br />on June 27, 1994; a Called Meeting on June 28, 1994; a Regular <br />Meeting on June 28, 1994; and a Called Meeting on July 1, 1994; <br />be approved, and was adopted by unanimous vote. <br /> <br />94-269 - Presentation of a Portsmouth Medal for Heroism to <br />Martin Smith-Rodden. <br /> <br />94-270 - Presentation by J. Robert Gray, Ford Motor Company, of <br />a donation to the Portsmouth Museums. <br /> <br />94-271 Proclamation presented to Cynthia Scott for "Black <br />Donor Encouragement Day". <br /> <br />94-272 - Presentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br />94-273 Non-Agenda Speakers <br /> <br />1. Daniel Monta~ue, 4605 Krick Streen, Norfolk, spoke on funeral <br />processions. <br /> <br />2. Steve Horrocks, 422 Concord Road, spoke on the noise level at <br />the Ebony Showcase on Airline Boulevard. <br /> <br />3. Thelma Eure, 222 Mohican Drive, spoke on the noise level at <br />the Ebony Showcase on Airline Boulevard. <br /> <br />- PUBLIC HEARINGS <br /> <br />94-274 Public Hearing to consider a proposed ordinance to <br />amend Chapter 35 of the Code of the City of Portsmouth, Virginia <br />(1988), by amending sections 35-306 and 35-307 pertaining to the <br />establishment of a tax on mobile local telscommuni=ation service <br />at a rate of ten (10) percent of the'monthly gross charge on the <br />first thirty ($30) dollars for each mobile service consumer. <br /> <br />Evelyn D. Manley, 1019 Hodges Ferry Road, spoke in opposition to <br />the proposed tax. <br /> <br />- CITY MANAGER' S REPORT <br /> <br />94-275 Letter from the City Manager recon=~ending adoption of <br />an ordinance to amend Chapter 35 of the Code of the City of <br />Portsmouth, Virginia, by amending Sections 35-306 and 35-307 <br />pertaining to taxation. <br /> <br /> "The 1994 General Assembly of Virginia enacted changes to <br />the laws pertaining to certain statutes. Since these <br />requirements do not coincide with the requirements presently <br />listed in our City Code, changes to Chapter 35 of the City Code <br />are necessary. <br /> <br /> <br />
