The following opinions were received from the City Attorney: Concerning the legal right of ~=~n~ City to furnish the Clerk of the Court with three t~ewriters~ the legal right of the Virginia Rail- way and Power Company to require consumers to pay bills within ten days after the meter reading, in order to save a discount on same; the legal right of the City to pay the Clerk of Court $300.00 and the City Sergeant $150.00 for thezr services in the late re-assessment of City real estate. A communication was read from the Virginia Railway and Power Company in regard to requiring con- sumers~to pay bills within ten days after the meter reading~ in order to save a discount on same, and said communication was ordered to fils. ~W BUSINESS. On motion of Er. Privett, the rules were suspended to hear from the Bo'ard of Water Commission- ers, who were present, concerning an ordinance which they wished adopted. ~r. Crocker speaks for the Commission and presents an ordinance, entitled, "An Ordinance to De- legate to the Board of Water Commissioners of the City of Portsmouth the Power Possessed by said City to Establish or ~nlarge Waterworks, to Acquire by Purchase, Condemnation or Otherwise, Land, Nater or Water Rights or Easements for the Purpose of Establishing or Enlarging Waterworks~ To- gether with all the Power of Eminent Domain which has been or may be Conferred upon the City of Por- tsmouth by Any Act of the General Assembly or by the General Laws of the State for the Purpose of Establishing and Operating such System of Waterworks.~ On motions said ordinance was referred to the Ordinance Co~ittee~ Nr. Earkham offered the following resolution: ~. ~ . "WP~BEAS~ The Council of the City of Portsmouths ~zrgznza~ after mature consideration and deliberation, oresented to the General Assembly of Virginia a bill amending the Charter of said City by permittihg ~he Council of'said City~ in its discretion, Whenever it deemed wise or expedient, to appoint a Civil and Police Justice for said City, whose duties and jurisdiction are defined by law, and WHEREAS, ~he General Assembly of the said State has granted said request and has enacted said bill into a law permitting said Council to create said office of Civil and Police ? ~'- cue ~ice~ and WH~REAS, said bii~ contained an emergency clause and became effective from its passage, now therefore , BE IT RESOLI~Ds that the Council of said City of P~rtsmouth, in it~ discretion, doth deem it to be wise and expedient at this time to create the sai~ office of Civi~ and Police Justice; and that the matter be referred to the ordinance committee, and such other committees as may be necessary, for the purpose of drafting a suitable ordinance to create said office of Civil and Police Jn~tice and of carrying out the provisions of said act.~
