Privett, the rules were suspended to hear from the Bo'ard of Water Commission- <br />ers, who were present, concerning an ordinance which they wished adopted. <br /> <br /> ~r. Crocker speaks for the Commission and presents an ordinance, entitled, "An Ordinance to De- <br />legate to the Board of Water Commissioners of the City of Portsmouth the Power Possessed by said <br />City to Establish or ~nlarge Waterworks, to Acquire by Purchase, Condemnation or Otherwise, Land, <br />Nater or Water Rights or Easements for the Purpose of Establishing or Enlarging Waterworks~ To- <br />gether with all the Power of Eminent Domain which has been or may be Conferred upon the City of Por- <br />tsmouth by Any Act of the General Assembly or by the General Laws of the State for the Purpose of <br />Establishing and Operating such System of Waterworks.~ <br /> On motions said ordinance was referred to the Ordinance Co~ittee~ <br /> <br /> Nr. Earkham offered the following resolution: <br />~. ~ . "WP~BEAS~ The Council of the City of Portsmouths <br />~zrgznza~ after mature consideration and deliberation, oresented to the General Assembly of Virginia <br />a bill amending the Charter of said City by permittihg ~he Council of'said City~ in its discretion, <br />Whenever it deemed wise or expedient, to appoint a Civil and Police Justice for said City, whose <br />duties and jurisdiction are defined by law, and <br /> WHEREAS, ~he General Assembly of the said State has granted said request and has enacted said <br />bill into a law permitting said Council to create said office of Civil and Police ? ~'- <br /> cue ~ice~ and <br /> WH~REAS, said bii~ contained an emergency clause and became effective from its passage, now <br />therefore , <br /> BE IT RESOLI~Ds that the Council of said City of P~rtsmouth, in it~ discretion, doth deem it <br />to be wise and expedient at this time to create the sai~ office of Civi~ and Police Justice; and that <br />the matter be referred to the ordinance committee, and such other committees as may be necessary, for <br />the purpose of drafting a suitable ordinance to create said office of Civil and Police Jn~tice and <br />of carrying out the provisions of said act.~ <br /> <br /> <br />
