Council May 14-Blst:

$~E5.00 to s~nd ~he Inspector of Plumbing to a convention of plumbers to meet in St. Louis, Mo.
$~00~00 for maintenance~during the month of April, 191S, of the street lights on High, Effingh~m
and County streets, heretofore paid for.by.oitizenso
pipes to carry off water injuring their property on the north side of Wythe street.
A copy of the report of the Committee appointed to investigate the "Ferry Bill."

And his disapproval of the following resolute_OhS:
To
apprgpriate ~6·946.~B to pave.Chestnut
street, from south side of Glasgow to south side of South; and $300.8Z to cover cost of Inspection,
Stakes~ &c., for same, out of the new issue of bonds.
I 000.00 to meet expenses of the Board of Wa~er Commissioners for the year 19lB.
~'~500~00 to extend Dinwiddie street southward to ~zf h· out of anticipated receipts from sale
of bonds as provide~d in-the budget for 191E.

Nith regard to disapproval~of resolutions~to appropriate $$~946.4~ ~o pave C~estnut street,
$~30.8Z to cover cost of Inspection, Stakes, &c.· for same, and $7,500.00 to extend Dinwiddze street,
he gave the following reasons:

"i disapprove of the appropriation~ of $6,946.4E and $~00~8~ and $7~500.07 in.anticipation of~
the sale of bonds, because the city D~e already expended over SEE·O00. for paving, which should h~ve
been paid for out ef the proceeds of sale of bonds, and it is not good business to continue this
practice ~ecause it is ap~ to result in the city being forcedto sell bonds at a price that would
be lower ~han it would be if the bonds did not have to be sold."

And for the disapproval of $5~000.00 to meet expenses of the Board of Water Commissioners for
the current year, he gave the following reasons:

=I disapprove of the appropriation of $5~000.00 ~o meet expenses of the Board of Water Commis-
sioners, because the Council, in my opinion· has no right to m~e such an appropriation, ~&utess a
municipal water supply works can be obtained fo~ $875,000 or less.
"The Bom~vd of Nat.er Commissioners have had ample time to give to the Council data obtained from
~ v and lay the necessary pip~ from
engineers, showing w?~t it would cost to b~ild ~he neces~ar~ wo~ks
the nearest known source, which source is well known to be Lake Drummond. If a supply can n~ be ob-
tained from the nearest source f~r $B75·000· it surely can not be obtained f~om a source further away.

The disapprovals of the ~ayor having been read, and the reasons therefor~ ~the Chai~tthe ques-
tion, "Shall the action ~f the body on E~y Elst c~noerning these resolutions s~and
$
withstanding the veto of the mayor to the contrary.~'
Then N~. Privett moved that the body adhere to its ~ormer action~cbnce=ning-~aid
Whereupon· the action of the B~LI~d On N~y Elst wa~ not ~ustained~ and by the fei~.8~ing vote:

On Chestnut street paving:
Ayes--Langhorne, Ballentine, Adams, Privett, ~arkham· Williams, 6.
