RCcP <br /> <br />December 17, 1912. <br /> <br />and the City Attorney. <br /> <br /> A communication was-receiwed from W. H. Codd in regard to the City ordinances requiring the mar- <br />ket to be'closed, at la o'clock noon,~exceot Saturdays, and said communication was referred to Public <br />Property Committee. <br /> <br /> An application of Miller and H~tton and sundry others to have paved sidewalks on Jefferson <br /> street, between Sixth and Seventh, was referred to the Street Committee. <br /> <br /> Mr. Markham presented the following resolution: <br /> "Whereas, the money receivsd from the sale of <br /> bon~s for the City of Portsmouth was deposited in one of the banks of the said City, contrary to a <br /> resolution adopte~ by the Council 'designating how money should be deposited and by whom,, <br /> "R&solved, that a committee of five be appointed, two on the part of the Board of Aldermen and <br /> three on the par~ of the Common Council, who shall investigate as soon as practicable the irregulari- <br /> ty in depositing money from the sale of bonds and report to a joint session cfr the council the'~esutt <br /> of their findings. · <br /> "The Committee is hereby authorized to employ such etenoEraohic assistance as it shall deem pro- <br /> oer to take th~ evidence in the case." <br /> ~e matte= was discussed at some length <br /> by NeSS~s. Markham, Davis, Langhorne, Mont~gue and <br /> Williamej and finally the resolution was amended by Mr. EontaEue so as to strike out section. ~ef~er~ <br /> ~ing to emplo~vment of a stenograoher. Then the resolution as amended, was adopted. <br /> <br /> Mr. Markham. offered also the follow~ng~ resolution: <br /> <br /> "Reeolved~, that the clerk of the~Council is <br /> hereby instructed to isau~ a call for a joint seesion of the Council to be held Friday~ December SO~ <br /> l~lB, at eight o'clock-p, m., for the purpose of authorizing the City Treasurer to distribute the <br /> money equally in the banks from ths sale of the bonds., <br /> On motion, the resolution was amended so as to p~ovide that the meeting be not called, if <br /> the money has been dm'str~buted' by the Merchants, &Farmere' Bank by Friday night. <br /> <br /> Mr. Markham mo~ed to re~r to Publi0 Property Committee to ascertain why notes for ren~ of mar- <br /> ket.~stalls ars no~ in hands of the City Collector. The motion was adopted. <br /> <br /> He moved also that the City Attorney be instructed again to give his opinion as to where Griffin <br /> street terminates. The motion was adopted. <br /> <br /> Mr Markham called attention to the fact that the f~anchise of the Portsmouth Gas Com '~ rant~ <br /> ed to i~ b~the City of Portsmouth will expire~soon and that~ some steps should be taken inP~h~ ~atter. l <br /> Then~nereu~°n'on such matter wa~ referred to the Public Property Committee and City Attorn&y. <br /> motion, the action i~ ~eferring the matter to Public Property Committee and City <br />Attorney was reconsidered and referred to a special comm£ttee of five. <br /> <br /> - On motion of M~ Williams~ the City Clerk was instructed to write the Virginia RailWay&'Powe~ <br />Company and request it to run-cars every _~fteen minutes until midnight during C ' <br /> hr~stm~s holidays.~ <br /> Mr. Williams moved to refer to Street committee with Sixth Nard Board the matter of doubleJtrack- <br />lng High street, from Chestnut street to the Belt Line. The motion was adopted. <br /> <br /> Mr. Nichotson moved to refer to Finance Committee to make available money received by sale of <br />Seventh Ward~bonds. The motion wa~ adopted. <br /> <br /> Mr. Montague moved that the Mayor be' requested to instruct the Sealer of Weights and Measures~J <br />to see that such articles for sale as the law requires to be ~.old from wooden measures be sold from <br />the same. The motion was adopted~ <br /> <br />On motion, <br /> <br />adjourned. <br /> <br /> <br />
