July 26, 199 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />July 26, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, <br />C~uneron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City <br />Manager, Stuart E. Katz, City Attorney. <br /> <br /> Reverend Allen R. McFarland, Calvary Evangelical Baptist <br />Church, opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Pitts, the <br />minutes of a called meeting on July 11, 1994; a Regular Meeting <br />on July 11, 1994; a Called Meeting on July 12, 1994; and a <br />Regular Meeting on July 12, 1994, be approved, and was adopted <br />by unanimous vote. <br /> <br />94-290 - Presentation to Ms. Enga M. Davis, Miss Portsmouth <br />Seawall. <br /> <br />94-291 Proclamation presented to Leon Whitehurst and Reginald <br />Allen for "National Night Out". <br /> <br />94-292 Presentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br />94-293 Non-Agenda Speakers <br /> <br />1. Louis Whitehead, 4415 County Street, spoke on the noise <br />level of the Ebony Showcase. <br /> <br />2. Madal!rn Grimes, 108 Florida Avenue, spoke on the removal of <br />a tree at 138 Broad Street. <br /> <br />3. J. Brewer Moore, 308 Bobby Jones Drive, representing the <br />Hodges Manor Civic League, spoke on complaints to Norfolk <br />newspapers. <br /> <br />- PUBLIC HEARINGS - <br /> <br />94-294 - Public Hearing for the consideration of an ordinance <br />to amend Chapter 10 of the City of Portsmouth, Virginia (1988), <br />by amending Article III Section 10-101 and Section 10-114, <br />pertaining to voting places for Precincts 17 and 31. <br /> <br />There were no speakers. <br /> <br />- Unfinished Business <br /> <br />Consent Agenda <br /> <br />Item 94-263(a) was removed from consent agenda due to the <br />request of a speaker. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />adopt the following ordinance, without the last sentence <br />dealing with alcoholic beverages, approved on first reading at <br />the Public Hearing meeting of July 11, 1994, was adopted and by <br />the following Vote: <br /> <br />94-263 (a): <br /> <br />Leslie French, <br />application. <br /> <br />III, 208 Glasgow Street, <br /> <br />spoke in favor of the <br /> <br /> <br />
