<br /> "After a conference with the City Attorney in relation to the ninth section
<br />Of the matters adopted by the two branches of City Council May IS-B0.and March Il, l~lS, I have
<br />turned them to you with my approval.
<br /> ~We are of the opinion that the City iS primarily responsible for all bills. The admission
<br />the Sixth and Seventh Wards by the City guaranteed certain utilities; among them was fire protection.
<br />In order to carry out this agreement, fire plugs with adequate water supply was necessary. This I
<br />taka is a self-evident proposition. To m~)' mind, therefore, the ohly question at issue as to the
<br />City, s liability for rent of the fire hydrants is in the use of the water fo~ fires alone, and for
<br />no other purposes.
<br /> "The City has no contract with the Suburban Water Co. from which the supply of water fez the
<br />Sixth and Seventh Wards is derived~ yet it should pay a reasonable compensation for the use of water
<br />for fire purposes furnished by that Company.
<br /> ~The Suburban Water Company has agreed to the same rates for hydrant water as that paid by the
<br />City, viz~ $40.00, and not $~5~00 as charged, leaving the final adjustment of whatever differences
<br />may exist between the City and the Water Company without prejudice.

<br /> In connection with matter of condition of the "Rockaway~' and other ferry boats, referred to the
<br />Joint Fer~y Committee Nay 13th, the Chairman of.said Committee submitted the following communication
<br />received by him from the lessee of The Ferries:
