June !?~ ~ '~

new work on the fire alarm telegraph s~tem, for
Award made to The Portsmouth, Coal & Ice.Cee to supply the Sewer Power House with ?00 tons of
Pocahontas Steam Coal, at $$~05 per %on.
To authorize the City ~ttorn~y to take such ~ction as he may deem necessary for the extension
of Hatton street to High, at a cost no~ in excess of 450.00, out of Street ~'Contingent~ fund.
An Ordinance Granting ................. ~ ................ ~ its Successors and Assigns, the Right
to Construct its Single or Double Tracks, ~rect its Poles and String its Wires, and Operate its Car~
on High street, between ~ffingham~street and Ninth avenue, in %he City-of Portsmouth.
Award made to The B. F. Goodrich Co. for l~O00 feet of fire hoes, at 4.80 per foot; and to The
Bi-Lateral Fire Hoes Co. for l~000 feet of fire hose, at $.90 per foot.

The fo~owing communication was read from the Nayor in regard to payment of bi'lls for the Ports-
~outh, Be_~ley & Suffolk Water Co~ for hydrant rental in the Sixth mud Seventh Wards:

~Portsmouth, Va., May 3!~ 1913.
"To the Counci~j
~Gentlemen:-~
"After a conference with the City Attorney in relation to the ninth section
Of the matters adopted by the two branches of City Council May IS-B0.and March Il, l~lS, I have
turned them to you with my approval.
~We are of the opinion that the City iS primarily responsible for all bills. The admission
the Sixth and Seventh Wards by the City guaranteed certain utilities; among them was fire protection.
In order to carry out this agreement, fire plugs with adequate water supply was necessary. This I
taka is a self-evident proposition. To m~)' mind, therefore, the ohly question at issue as to the
City, s liability for rent of the fire hydrants is in the use of the water fo~ fires alone, and for
no other purposes.
"The City has no contract with the Suburban Water Co. from which the supply of water fez the
Sixth and Seventh Wards is derived~ yet it should pay a reasonable compensation for the use of water
for fire purposes furnished by that Company.
~The Suburban Water Company has agreed to the same rates for hydrant water as that paid by the
City, viz~ $40.00, and not $~5~00 as charged, leaving the final adjustment of whatever differences
may exist between the City and the Water Company without prejudice.

"Respeot ~:I ly~

Hope, Mayor.~

Fourth~ Reports of Officers and other unfinished business.

The regular reports of Officers for the month of Nay, !9i3~ were presented and were ordered to
take the usual course.

In connection with matter of condition of the "Rockaway~' and other ferry boats, referred to the
Joint Fer~y Committee Nay 13th, the Chairman of.said Committee submitted the following communication
received by him from the lessee of The Ferries:

"Norfolk~ Va., June 9th, 191~.

~Mr. O.
