<br /> To authorize the Street Co~mmittee to do what it may deem necessary to put Pearl street in good
<br />eanitAry-8Ondition, and to charge the cost of same to-the Sixth Ward, said Ward~ in the opinion of
<br />the City Attorney, being responsible for said condition.
<br /> To instruct the City Engineer to prevent the Suburban Water Company, or any~other Water Company
<br />not having a contract with the City, from laying water mains in the City of Port~mouth.
<br /> To authorize the Street Committee with the City Attorney~ to take such eteps as may be necessary
<br />for acquiring the proper rights of way for extending Dinwiddie street southward to Harrison.
<br /> To authorize the Street Committee to negotiate with the proper parties for the purchase of a
<br />right' of way for the extension of F~tton street, from London to High.
<br /> An Ordinance to Require Privies to be Screened and Fly-proof.
<br /> And his disapproval of the following ordinance: An Ordinance to Repeal Sections 258,
<br />and the Ordinance En~itied, "An Ordinance to Repeal Sections E58~ ~59, and SC0 of the Ordinances
<br />the City and to ~'ubstitute in Lieu Thereof a New Ordinance in Reference to House Connections with
<br />the Mains of the Water Company Where Streets Are to be Hereafter Paved," Approved December ~0, 191~.
<br /> With regard to the disapproval of the ordinance, he gave the following reasons therefor:

<br /> "This ordinance repeals an ordinance which compels owners of any premises or unimproved lots~in
<br /> putting new laterals or repairing old laterals connecting with the Water Works to use three-fourth
<br /> inch lead pipe°
<br /> "I see no just reason why this ordinanceehould be adopted. The reason assigned for its.passage
<br /> is to relieve the abutting properties on High S~reet from the cost of lead pipe connections with the
<br /> water mains, as there is a probability of the city's water plan~ being in operation within the c0ming
<br /> two years.
<br /> "These reasons are not sufficient, to my mind, to repeal an ordinance which has been enforced
<br /> on the many and now desired to be reserved for the few.
<br /> "The instituting of lead pipe~laterals on High. Street entails a cost of four dollars additional
<br /> on the short side and ten dollars additional on the long side of the street, and when we consider
<br /> that the pcrtsmouth,~Berkley & Suffolk Water Co~traot has about seven years longer to run, it does
<br /> not.appe~r to me that any one would be suffering a hardship from this slight excess of cost. Besides,
<br /> it is pomnted out that the life of the lead pipe is so much longer and the service immeasurably bet-
<br /> ter.
<br /> "Have you a guarantee that when a municipal plant is established property owners on upper High
<br /> Stree~ will become water takers?
<br /> "As to the electrolytical effect on the pipes my info~mation is that there.is no difference be~'
<br /> tween lead and iron; and further, if the trolley rails are properly bonded we would not h~v.e, electrol-
<br /> ysis in connections with water laterals.
<br /> "On every street where there is a permanent pavement the provisions of the lead pipe ordinance
<br /> have been enforced, and Justly so, and I se~ no good reasons why they should not continue in force.

<br /> been sustained by action of the Common Council, Mr. Markham said he th~Gght this body should go on

<br />terms of members on said Boa~d July 1, 191~, and requesting election of their successors.

<br /> A communication was received from the Secretary of the League of American Municipalities~re-
<br />questing the City to send representatives to Convention of the League~ meeting in Winmipeg, Canada,
<br />AugUst 7, 8, amd 9th~ 1915; and_also to pay dues of the City to the League.

<br /> A o~mmunieation was received from the Sixth ~a~d Board, stating that it does not agree.to a
<br />propos~tion Of'~rs. Jane Cassell to sell the City a strip ofitand known as "Toll House Lot, which
<br />proposition was referred by 'the Council to the Board.
<br /> Whereupon, the desire of the Sixth Ward Board in this matter was adopted.J
