September 1S, 1913. <br /> <br /> Treas,~rer authorized to borrow $~0,000.00 to meet current expenses for August, 1913. <br /> Special appropriation of $200.00 for preliminary work on codification of City Ordinances. <br /> To make available $500.00 allowed in ~he Budget for "West Park View Streets., <br /> To advance a-special appropriation of <br /> $~,550.00 for c,~_rbin~ an ~utt~r~ <br /> _ . d ~_ ...... ,, and shelling roadway <br /> of Pearl street in the Seventh Ward, north from .South street, said amount to b~ repaid to the City <br />by the Sixth Ward, in accordance~ with opinion of~ the City Attorney therefor. <br /> Special appropriation of $200.00 to Seventh Ward Board to meet its "Street" expenses for August <br /> and September, 1913, said amount to be repaid to the City when Wa~d funds are avalilable for same. <br /> To make available balance of $150o00 allowed in the Budget for Police "Contingent.. <br /> Treasurer authorized to renew notes to amount of $96,000°00 due in September, and $20,000.00 <br />due Street Paving Bond Account. <br /> To request the Board of Harbor Commissioners to abandon the port warden line in Gander Creek. <br /> To permit the Hook & Ladder Co. No. 1 to use the playground from September 8-13th, inclusive, <br />for holding a carnival; and also to exempt said Company from paying a license tax on same. <br /> An Ordinance Governing the Location and Operation of Wood and Coal Yards. <br /> <br /> Fourth. Reports of Officers and other unfinished busine-ss. <br /> <br /> The regular reports of Officers fnr the month of August, 1913~ were presented and were ordered <br />to take the usual course. <br /> <br /> A communication was received from the Seaboard Air Line Railway ComDany, in answer to a request <br />t.hat it remove its spur track from the playground at corner of Court and~W~he streets, stated that <br />instructions had been issued to ~take up said track. <br /> The communication was ordered to file. <br /> <br /> NEW BUSIneSS. <br /> ~ A communication was read from Pabst Brewing'Com~any,/~etaimin. g~.? ~14.00, for damages done to a <br />wagon of said Company on First street May 3rd, which communication had"been forwarded to the Council <br />by the ~ayor. On motion, said communication was referred to the Claims Committee. <br /> <br /> An application from the Oommonwealth Attorney for an increase of salary was referred to the Fi- <br />nance Committee. <br /> <br /> ~ petition was read from D. T. Ballentine, f~reman at Sewerage Power House, to be paid $30.00 <br />for time lost on account of sickness during the first half of Septembers and said petition was re- <br />ferred to Sewerage Committee. <br /> <br /> Mr. Montague moved to refer to Finance Committee for an appropriation in ~he Budget of 1914 to <br /> provide some kind of fire apparatus for South Portsmouth. The motion was adopted. <br /> <br /> Mr. ~arkham moved that a Committee of Five be appointed to take up and report at an early date <br /> the matter of providing a new charter for the City of Portsmouth, in order to have the same prepa=ed <br /> for the Legislature when it meets. The motion was adopted. <br /> <br /> On motion of Er. Langhorne, the proposition of establishing a ~rchasing Committee to provide <br /> such stores as may be needed for this City, was referred to Finance and Ordinance Committees jointly. <br /> <br /> · Mr. kPilliams moved that the Finance Comm~ittee provide in the Budget of 19i~ an appropriation of <br /> $600.00 yearl~ instead of $500.00, for the Portsmouth Orphan ~sylum. The motion was adopted. <br /> <br /> BT-the same, to refer to Light Committee advisability of a light at the corner of Green and Em- <br />-mett streets. The motion was adopted. <br /> <br /> By the same, to refer to Street Committee, with distinct instructions, to take up with the Vir- <br /> ginia Railway and Power Company the matter of extending its street car service to West Park View. <br /> The motion was adopted. <br /> <br /> On motion of Mr. Langhorne, the advisability of a light at the corner of Columbia and Middle <br />streets was referred to Light Committee. <br /> <br /> The Clerk reported, as instructed to do, that Mrs. Agnes Dtuun had given deed to the City for <br />lot purchased of her in rear of the Union ~ire Company's House. <br /> <br />On motion, adjou~ed. <br /> <br /> <br />
