<br /> "1~HEREAS, there is-at present no Police Justice in and for the City of Portsmouth,~Virginia,
<br />and the Mayor of said City is performing th~ duties of such office;
<br /> "AND WI~REAS, it is believed that the Mayor of the City should not be called upon to perform
<br />the duties of POliCe~stice, but that a Police Justice should be appointed for that purpose;
<br /> "AND WHEREAS, it is provided by the laws of the State that a~Police Justice may be appoint-
<br />ed in and for the City of Portsmout$ by the Court of Hustings for said City, or the judge there~
<br />of in vacation, whenever the Common Council and the Board of Aldermen of said City shall, by re-
<br />solution, request that such appointment be made;
<br /> "BE IT RESOLVED, that the Common Council, the Board of Aldermen concurring, do hereby pe-
<br />tition the Court of Hustings for the City of Portsmouth, or the judge thereof in vacation, to
<br />appoint a Police Justice for said City and that such appointment be made as soon As practicable.
