<br /> The regular reports of Officers for August were presented and were ordered to take the us-

<br /> The Auditor mad~ report of bills to following amounts, which ~ad not been audited~because
<br />of lack of appropriations for same: Public Property, $56~o86; Repamrs to Streets, $51.00.
<br /> On motion, the bills ware referred to the Joint Finance Committee.
<br />
<br /> A request of the Treasurer to make notes for $10,000 to meet current expenses of the City
<br />for October; $10aO00, t~ meet expenses of the Public Schoqls for 0o~ober and November; and to
<br />renew notes for tEI~000, due October El, 1911, was referred ~o the Joint Finance Committee.

<br /> In accordance withLcondition for sale of a franchise to lay a t~ack for electric cars on
<br />Hatton street, between Glasgow and London, the Virginia P~ilway & Power Company made the follow-
<br />ing bid, through its~general manager, $. C. Hathaway, for the purchase~of said franchise.
<br />
<br /> "To the City Council of the City of Portsmouth:
<br />
<br /> "Gentlemen:--
<br /> "The Virginia Railway ~ Power CompaAy hereby bids the sum of $E5.00 for the
<br />franchise covered'by the proposed ordinance which h~s been duly advertised in The Portsmouth
<br />Star, entitled, "An Ordinance Granting .......... u- its successors and assigns, the right to
<br />constz~ot its Single or Double Tracks, Erect its Poles and String its Wires and_Operate its Cars
<br />on Hatto~ street, between Glasgow and London streets, ~n the City 6f Portsmouth."
<br /> "And if the said franchise set forth in said ordinance is granted to the Virginia Railway
<br />& Power Company, it will observe and perform all the conditions-and requirements therein con-
<br />tained which a~e to be performed by the~Oompany to whom said franchise is granted.
<br /> "The Virginia Railway & Power Company will pay the Cit~ of Portsmouththe cost of advertis-
<br />ing said franchise as required by law.
<br /> "A certified check for the sum.of tE~,O0, the bid hereby made, is herewith enclosed.

<br /> Whereupon, the Chair asked if there were any other bids for the purchase of the said fran-

<br /> The Commissioner of the Revenue made ~ep6rt of the tax assessment on Re~l Estate and Per-
<br />sonal Property for the City proper and the Sixth and~Sevent~ Wards, for the year 1911, and said
<br />report having been read was ordered to fi~e.

<br />NE~ BUSINESS;
<br />
<br /> The Chairman of the Finance Committee stated that ~hree~ of the City banks would finance
<br />cost of the lot and building for the new Clerk's office, &c., and moved that the Public Proper-
<br />ty_Comm~ttee be instructed to obtain plans and specifications for said building.
<br /> The motion was adopted.
<br /> Mr. Brinson moved ft~rther that the Public Property Committee ~hould ascertain the costs of
<br />moving the present building on the Armistead property, when it shall have been bought, and fit-_
<br />ting up the said building for o£fices; and on th~ suggestion of Nr. Tyler, the Committee to con
<br />sider also zooms in the building for a public library. The motion was adopted.
<br />
<br /> Mr. Tyler stated that the question of sewering on Randolphstreet, between Secon~ and
<br />Third, and the ordinance for establishing a Plumbing Board had been in the hands of the Sewer-
<br />age Committee~for some time, without it making any report on them, and therefore he wouId move
<br />that the matter o~ sewering on Randolph st~ee~ be taken out of the hands~of the Committee-and
<br />refer~edt~ the'~mnAnc~ Committee'(with tH~ Ci~y~Engi~eer),/and that the Plumbing Ordinance be
<br />re-referred to the Ordinance Committee. The motion was. adopted.
<br />
<br /> N~. Parker called attention to the f~ct that the iron drain pipe-at the Scott Creek bridge
<br />was out of place in the mud there, and he would move that the Street Committee be instructed to
<br />~lace the pipe in a servicable condition.
<br /> Mr. Hall moved to amend that the matter be referred to the Str~Ommittee to obtain an
<br />estimate of cost of such pipe, and at whose expense the work shoul~'~one.
<br /> The motion, as amended, was adopted.
