<br />8-15, 1911, I beg to submit the following report of result of tests made on the Bithulithic
<br />pavement materials now being used and placed by The Atlantic Bithulithio Co. under the contract
<br />with the ~it~ of Portsmouth, Virginia~together w~th copies of correspondenc~ conceraing said
<br />tests.
<br /> "let. The cement being used for concrete work is known as "Old Dominion," an American Port-
<br />land Cement of standard make, manufactured in Virginia.
<br /> "Samples of this cement;representative to that being used on the work, were taken by my-
<br />self and submitted to Mr. $~ L¢~$mith, Cement Inspector of the S. A. L. Railway Co., for tests.
<br />The result of tests indicate that this cement fully complies with standard requirements, as
<br />shown by tests sheets at~ached heretO.
<br /> "2nd. The Bithulithie pavement, now being laid in this Cit~, being a patented composition
<br />and the patent rights thereon being 'owaed by warren Bros. Co., ~59 Temple Place, Boston, Mass.,
<br />who have licensed to The Atlantic Bithulithic Co. the right to use same under certain oondi -
<br />tions, which are set forth in the ~oltowing correspondence, copies of which are embodied herein.
<br /> "5rde- S~mptes of Bithulithio surface, mixture and Asphalt Cement used in the Bithulithic
<br />pavement now being laid in this City by ~he Atlantic Bithulithic Co., have been taken by my-
<br />self and forwarded to Messrs. Dow & Smith~ 34-E. Slst St., New York, No Y., for tests.
<br /> "The said Dow & Smith~w~rs also supplied with a copy of the specifications upon which the
<br />contract for the Bithulithic Paving is based.
<br /> "Further ~sam~les will be forwarded~to Dow & Smith about once each week during the progress
<br />of the paving work for tests.
<br /> "Results of tests thus far made by Dow & Smith are as follows:

<br /> To consider the advisability of extending Washington street to Sixth. Progress.
<br />
<br /> The'condition of the Swimming Point bridge.
<br /> The bridge.is not in good condition, and Dr~bably not fit te m~ke any permanent re-
<br />pairs on, although temporary repairs may be made for it. The City Engineer has been instructed
<br />to'prepa~ve plans for substituting a concrete culvert fo~ the old bridge~
<br />
<br /> It is recommended further that the Gosport bridge be rebuilt of re-inforced concrete,
<br />and that the Oi~yE~giheer be i~st~uc~ed.to make plans for ~he same, a~d obtain anestimate ef
<br />cost. It is also recommended ~hat the ~Czty Engineer be ~uthO~ized~oe~Plo~ ~u expert ~ugiheer
<br />to ~uEnish him with plans and specifications for this bridge and the Swimming Point bridge, at
<br />a cost not in excess of $100.00.
