CommuniCations from ~he Mayor. <br /> <br /> The Mayor returned his approval of the following .matters adopted by the two branches of <br />City Council September lZ-19-2~, 1911: <br /> ' 'To make award ~o'F~ank Dnnktum for the removal of night <br />soil from the S~ixtfn and Seventh Wa~ds, at $1j$~ per house per year. <br /> To atlew $1,000.00 to the Sixth Ward~and $900.00 to the Seventh Ward, out of Ward funds, <br />fo~ r~moval of ~ig~nt~soil to J~nu~ry 1, 1912. <br /> To appropriate $4,606,96 to the Sixth ~ard, out of Ward funds, for the purchase of land to <br />open street~; for the laying of d~ains and culverta; for the erection of a bulkhead; and for <br />street repairs~ <br /> To turn over $200.10 to the Seventh Ward, because of that amount spent by it for 'election <br />expenses. <br /> ~o allow Frank L. 0r.ocker $300o00 for assistance to the City Attorr~e~. <br /> To turn over tQ Street Appropriation the balance of the sum set aside in the "budget" for <br />1911 for repairs to ~idew~lks. <br /> To allow $B50.00, out of Public Property funds, for repair of roof and for a gutter for the <br />City Hall. <br /> To allow $t,000..O0 £or repairs to asphalt pavements, allowed'in the "budget." <br />To allow the City Collector until October llth for the preparation of ta~ receipt books. <br />To make award to R. B. Denby to grade streets in the Seventh Ward, at a cost of $9,t74.00. <br />To make award to Louis Lawson for concrete curbing, concrete supports for gutter plates, <br />putting streets names in cement, concrete walks, pipe line, catch basins, and concrete culvert, <br />at a cost of $30,106.ZO. <br /> To purchase a piece of land lying in Deep Cre~k Magisterial Dms rmct, Norfolk Oounty, Vir- <br />ginia, at a cost of ;RO0~O~, in connection with the new water supply for the City. <br /> <br />Fourth. Reports of Officers and other unfinished business. <br /> <br /> ~he regular reports of Officers far September were presented and were ordered to take the <br />usual Course. <br /> <br /> Mr. Cooke moved to take up, and act thereon, the ordinance for changing the names of cer- <br />tain streets in the Seventh Ward, which was adopted by the two branches June l~-EO, 19tl, but <br />disapproved by the Mayor and ordered by this body to lie on the table. The motion was adopted. <br /> Then, af;er~'considemable discussion of th~ matter, it wa~ sent back to the Ordinance Com- <br />mittee. <br /> <br /> The ~treet Committee pr~se4ted the ~oilo~in~ resolution, which it recommended as confirma- <br />tory of "An Ordinance to Grant a F~anchise for the Use of Hatton street, between Glasgow and <br />London streets, in the City of Portsmouth, to Operate a Street Car ~ine with a Single Track, <br />if Permission be first obtained from the Council, with Double Tracks, and to Authorize the Ac- <br />cepted ~idder to Construct said Track or Tracks, Erect its Poles and String its Wires for the <br />Purpose of Operating its Cars ~ver Said Strest,~ which said ordinance was adopted by the two <br />branches of City Council July lt-18, l~ll, and was referred ~it for consideration by th~ Com-' <br />men Council September 1~, 1911: <br /> <br /> "WHEREAS, a proposed ordinance entitled, "An Ordinance Grantfng the Virginia Railway and <br />~ower Company, its successors and assigns the right to Construct its Single or Double Tracks, <br />Erect its Poles and String its Wires and Operate its Cars on Hatton street, between Glasgow and <br />London streets, in the City of Portsmouth," has been passed by the Council of the City of POrtS- <br />mouth and approved by the Mayor, and published for four successive weeks in the~ PortSmOuth Star, <br />a newspaper published in t~e City of Portsmouth, which said advertisement invited bids for the <br />franchise, stating that samd bids were to be in w~iting and delivered to the presiding o~ficer <br />of the Common Council in open session at a meeting to be held on the lSth day of~$ept~be~,lgil~ <br />at eig]Jt o'clock p, m., <br /> ~AND WPN~REAS,at said meeting the Virginia Railway & Power Co. presented its bid in w~iting <br />and delivered the same to the presiding officer of the 0ommon Council in open session, bidding <br />the s~m of $S5.00 for the franchise covered by said proposed ordinance; <br /> said bzd was read aloud at said meetzng and an znquiry ~as made. by the pre- <br />siding officer if any further bids were offered; <br /> "AND WHEREAS, there were no further bids offered, and the presiding officer thereupon de- <br />clared the bidding closed; <br /> "AND WHEREAS, the said bid was referred to the Street Committee, which Oommittss reported <br />in favor of the acceptance-of the same; <br /> "~OW THEREFORE BE IT RESOLVED by the City Council of the City of ~ortsmouth, that the said <br />ordinance as advertised as aforesaid be enacted, with the insertion therein of the name of the <br />?irginia Railway and Power Co~pany, the name of the accepted bidder." <br /> <br /> <br />
