AuqUst 9, 1994 <br /> <br />motion to t~ansf~ ~20,000 from the Grants Contlngency Account <br />to cover the cost of hiring a planner/firm to develop a <br />shoreline access plan for the CitY, <br /> <br />a <br /> <br /> "The Planning Department has been awarded a $20,000 grant <br />from the Department of Environmental Quality to cover the cost <br />of hiring a planner/firm to develop a shoreline access plan for <br />the City. The results of the study will provide an inventory of <br />City-owned waterfront property and create a neighborhood based <br />development plan for public access. The grant will be matched <br />with $20,000 of in-kind services provided by planning staff, and <br />no cash match will be required. <br /> <br /> I recommend approval of a motion transfering $20,000 from <br />the Grants Contingency Account." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to <br />transfer $20,000 to cover the cost of hiring a planner/firm to <br />develop a shoreline access plan, and was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Griffin, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-325 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $70,000 from the Capital <br />Improvements Fund for the continued removal and replacement of <br />underground petroleum storage tanks. <br /> <br /> "The 1993/94 Capital Improvement Plan authorized continued <br />funding for the removal and replacement of underground petroleum <br />storage tanks. This year's project identified the Coast Guard <br />Base located at First and Wythe Streets for tank removal and the <br />Park Maintenance Facility on Victory Boulevard for tank <br />replacement. As background information, previous tank removal <br />projects have yielded approximately 200 cubic yards of <br />contaminated soil which has required removal and treatment. <br /> <br /> Separate bids have been received for each of these items <br />and a listing of the bidders is attached for your review. Bids <br />received for the three projects total $40,012, however, <br />additional funds will be needed if remedial work is indicated at <br />the project sites. The Assistant City Manager has recommended <br />that the low bidder for each project be awarded bids and that <br />$70,000 be appropriated to cover bids, necessary remedial work <br />and contingencies. <br /> <br /> I concur with this recommendation and request appropriation <br />in the amount of $70,000. With your approval of this item, the <br />balance in the Capital Improvements Fund will be $10,179,991." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Robinett, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO APPROPRIATE $70,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE REMOVAL OF UNDERGROUND STORAGE TANK <br />(UST) SYSTEMS AT THE OLD COAST GUARD BASE AT FIRST AND WYTHE <br />STREETS, THE INSTALLATION OF ABOVE GROUND TANKS AT THE PARK <br />MAINTENANCE FACILITY ON VICTORY BOULEVARDS AND THE REMOVAL AND <br />TREATMENT OF CONTAMINATED SOIL FROM PREVIOUS TANK REMOVAL <br />PROJECTS." <br /> <br />Ayes: Clemons, Griffin, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> <br />
