Katz, <br />City Attorney. <br /> <br /> Reverend James F. Mason, Emmanuel A,M.E. Church, opened the <br />meeting with prayer which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. ~ <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Robinett, the <br />minutes of a Called Meeting on July 25, 1994; a Called Meeting <br />on July 26, 1994; a Regular Meeting on July 26, 1994; be <br />approved, and was adopted by unanimous vote. <br /> <br />94-321 - Presentation to Angela McErlane, Enviroranental <br />PromotioniOfficer for Dunedin, New Zealand. <br /> <br />94-322 -Proclamation presented to Jane Moore for "Forget Me Not <br />Days". <br /> <br />94~323 v PreSentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br />94-324 - Non-Agenda Speakers <br /> <br />1. Marion Jones, 1580 Crystal Lake Drive, spoke on the <br />reconsideration of the use permit for St. Mark's Church of the <br />Deliverance. <br /> <br />- CiTY MANAGER, S REPORT - <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Robinett, to <br />suspend the rules of order and cOnsider item 94-325 at the end <br />of the business meeting, and was adopted by unanimous vote. <br /> <br />94-326 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $50,000 from the Capital <br />Improvements Fund for asbestos related projects in City <br />buildings. <br /> <br /> "The 1993-94 Capital Improvement Program included <br />authorization for continued funding for asbestos related <br />projects in City buildings. Projects identified for thi~ year <br />include air monitoring at the Portsmouth Civic Center. This <br />project is required by the asbestos operations and maintenance <br />(O & M) progra~ specifically prepared for the Civic Center and <br />should be performed on a biannual basis. <br /> <br /> The Assistant City Manager has recommended that this <br />project be completed according to the schedule outlined in the <br />0 & M plan. The air monitoring will be performed by BCM <br />Engineering which is currently u~der contract with the City to <br />perform asbestos engineering services. The total project cost <br />is estimated to be $50,000. <br /> <br /> <br />
