2, R.C.P. <br /> <br />November 14, 1911. <br /> <br />matter of allowing an appropriation of $100.00 for the employment of ~u expert <br />nish plans and specifications for the propoeed.bridges. <br /> The motion was adopted. <br /> <br />engineer to fur- <br /> <br /> The following resolution from the Board of mater Comr~ssioners was presented and read: <br /> <br /> "Whereas, the General Assemblyof Virginia, by an act approved ~aroh End, 1910, 4uthorized <br />the City of Portsmouth to issue Six Hundred Thousand Dollars of bonds in order to establish a <br />system of water works to furnish a supply of water for the said City, and created a Board of Wa- <br />ter Commissioners.to apply the proceeds arising from the sale of any and all of the bonds there- <br />by authorized, and empowered the said Board of Water Commissioners for the purpose of carrying <br />into effe0t the object of said act to do any and all such other acts and things as the said Board <br />of Water Commissioners may deem necessary; and whereas, at an election held for the purpose in <br />said city the voters of said city determined that said bonds should be issued; and whereas, it <br />is necessary in order to carry into effect the purposes of .said act that the city should acquire <br />either by purchase or conde~uation such lands, waters, or rights as may be necessary for provid- <br />ing water and wa~er sheds for the use of said city in supplying water to said city, and for the <br />necessary lands or rights for laying water pipes, or for ducts, conduits and drains for said pur- <br />pose. <br /> "THEREFORE BE IT RESOL'~ED by the Council of the City of Portsmouth: <br /> "That the said Board of Water Commissioners for the City of Portsmouth are hereby authoriz- <br />ed and empowered to acquire by purchase or condemnation in the name of and for the City of Ports- <br />mouth all such lands, waters, or rights, situated in the SSate of Virginia, as may be necessary <br />for providing water and water sheds for the use of said city and all such necessary lands or <br />rights as may be necessary for laying water pipes, or for ducts, conduits and drains for the pur- <br />pose of f~rnishing water to the said city. <br /> "All such lands, waters, or rights acquired either by purchase or-condemnation under this <br />resolution shall be paid for by the said Board Of Water Commissioners for the City of Portsmouth <br />out of the funds arising from the sale of said bonds. <br /> "This resolution shall be in force from its passage." <br /> <br />On motion, the resolution was adopted by the following vote: <br /> Ayes-rQorbitt, Hall, <br /> Benson, Parrish, Hanvey, Bilisoly, Baker, Johnson, Leigh, Brinson, Reynolds, <br /> Withy, Tyler, Ha~vks, Hutohins, Parker, Cooke, l?. <br /> <br /> A communication was read from the School Board in which they asked for authority to install <br />in the new Fifth Ward school building the Americ~u Heating and Ventilating System of Latrine Sa- <br />nitaries. <br /> T~e com~munication was ordered to file. <br /> <br /> In connection with the above request pf the School Board~ the following communication was <br />read from the Inspector of Plumbing: <br /> "Portsmouth, Va,, N~V~mber l~th, 1911. <br /> "To the ~ommon Co~cil and Board of Aldermen, <br /> "Dear Sirs:-- <br /> "Under section three (3), chapter two (2), City ordinances establishing <br />plumbing regulations, I have refused to allow a Latrine B~stem of Plumbing to be installed in <br />the new Fifth Ward school for the following reasons: <br /> "Large quantities of excreta can remain in the Srough for a considerable length of time. <br /> "A perforated pipe used for washing sides of trough soon becomes chocked and allows excre- <br />ta to stick to sides. <br /> ""0dors are communicaSed freely from one seat to those adjoining. <br /> '~Tha Latrine offers an abnormal area of fouling sur~oe. <br /> '"The Latrine vent passes under the trough (a violation of the City Ordinances). In the e- <br />vent of a stoppage, which very of Sen occurs, the sewerage will pass through the vent duct to <br />underground terra cotta vent-~_ud then through to bottom of stack heater, instead of going ~o <br />main sewer. <br /> "I think the introduction of latrines in our sohoois would be a step backwards, and hope <br />that you will not amend the city ordinances so as to permit them. <br /> "I have more than fifty letters condemning latrines from Sanitary Engineers and Plumbing <br />~nspectors of the leading ci~ies in the country, some of which I enclose. <br /> <br />"Yours truly, <br /> <br />Bennett~ <br /> Inspector of Plumbing." <br /> <br /> On motion, the ~a~es were suspended to hear from the President and 0~her members of the <br />School Board and the Inspector of Plumbing~in regard to said matter. <br /> The President and other members of the School Board, the Inspector Of Plumbing, ~gent <br />for th~ Latrine System, and members of the Council spoke in relation to~ same. <br /> ~en, the action ef the Plm~bing Inspector in opposing the installation of the Latrine Sy- <br />stem of Sanitaries in the new Fift~ Ward school, was sustained by the following vote: <br /> <br /> Ayes~Oorbitt, Benson, Parrish, Bilisoly, Baker, Johnson, Leigh, Brinson, Reynolds, <br /> Withy, Tyler, Hawks, Hutchins, l~. <br /> ~ays--Hall, Hanvey, B. <br /> <br /> Under the same suspensi6n Of rules, ~he Superintendent of Public'Schools a~dressed the Coun- <br />cil in regard ~o the needs~ of the sSho61s,~andp~ese~ted a written~st~tement which ca~ted~for an <br />appropriation of $~B,BB~.O0 for b~ilding, furnishi~g~&c., public school buildings~ <br /> On motion, t~e ~tatement~presented~wa$~referred to the F~naDce Committee~ <br /> <br /> Under the same suspension of rules, ~$~. ~. ~.
