<br /> (With City Attorney). An ordinance to declare vacant the seat of any member of the Common
<br />Council who shall be absent from its meetings times in succession, without a reason-
<br />able excuse therefor.
<br /> We report that we do not b~lieve such an ordinance would be legal, but we will refer
<br />the matter to the City Attorney for his advice thereon.

<br /> With regard to the report of the Committee in the matter of an ordinance for Tunnelling
<br />under the sidewalks, on which they reported not advisable, ~. Hawks moved that said matter
<br />be recommitted.

<br />herein concerning the following matters referred to the Joint Ferry Com~ittse February E0, 191M:
<br /> Referred by Board of Aldermen February BOth.
<br />
<br /> Advisability of purchasing the wharf property adjoining the ferry dock in Norfolk.
<br /> We report that we do not consider the time opportune for negotiations to purchase ad-
<br />ditional~ferry property az this time.
<br />
<br /> To sell the Pearl street dock in Bsrkley and purchas~ sufficient water front adjoining
<br />the Chestnut street dock~ so that the boat going between Portsmouth and Berkley can use the
<br />dock at Chestnut street.
<br /> In our opinion, the ferry lessees would not be able to maintain the schedule pro-
<br />vided in the lease, except they put on an additional boat~ and travel at present does not war-
<br />rant a~ additional boat in the service. This matter can be taken up preceding the next lease
<br />of the ferries.

<br /> Police--
<br /> The Chairman of the Police Committee presented a report for his Co~mmittee but,
<br />as it was objected to because it had not been endorsed by a majority of it members, he withdrew
<br />said report and offered the following:
<br /> "Resolved~ That a telephone and flash light ~ystem be
<br />purchased for the Police Department~ and that the Co~mittee be authorized to advertise for bids
<br />to supply the same."
<br /> Mr. Withy moved to amend, that action in the matter be deferred until the next re~nlar
<br />meeting of the Council and that a Committee of Five be appointed to consider the matter of ad-
<br />vertising for bids for such apparatus.
<br /> Er. Hawks moved to further amend so as to read, that the Polic~ Committee be authorized
<br />to advertise for bids for the apparatus~ The amendmen~ by Mr. Hawks was adopted.

<br /> First. Matters adopted by the Common Cotuucil February lSth and referred~to the Board of

<br /> To refer to the Finance Committee for an appropriation to cover expense of delegations to
<br />the Senate Committee on Counties, Cities ~ud To~ms~ in the ~'~

<br /> To appoint a Committee of Five to confer ,~*'
<br /> ~n a similar committee from the Business Men's
<br />Association in regard to the establishment of a new dry dock in the Navy Yard.

<br /> To instruct the City Attorney to go to Richmond whenever necessary to have amended an Act
<br />concerning a franchise tax on light, heat, water and power companies, so as to permit cities
<br />to impose a tax on same for ~ne use of their streets, &c.
<br />
<br />To authorize the Treasurer to renew notes to amounz of $76,000.00.
<br />
<br /> To instruct the City Attorney, with the Light and Finance Committee,
<br />for continuing tn~ "White Way" on High street, between Water and Chestnut,
<br />been adopted by the two branches of City Council.
<br />

<br /> The Board of Aldermen concurred also in all recommendations of Committees adopted by the
<br />Common Council, e~cept the recommendation tha't the City take over, after march l, 191E, the
<br />lights on High street~ from Water to Chestnut~ which said recommendation was amended so as to
<br />include the lights on Effingham and County streets.

<br /> The Board concurred also in adopting the resolution ~o issue $100,000. of Paving Bonds for
<br />the City proper, notwithstanding the veto of the Mayor; but the veto of the Mayor was sustained
<br />in ~e~ard to appro~riatin~ ~5.000. to th~ Bo~r~ ~ ~ ~oo~ .....
