<br />and as well looked after as any section in the country. They requested further the co-opera-
<br />tion of the City of Portsmouth in the effort to oar~y out the progmam butliAed by the Hampton
<br />Roads Health Association, explaining that it;is necessary that t~e cities about Hampton Roads
<br />should act in concert in all matters affecting the health conditions of this section.
<br /> Following these gentlemen, Dr. Vernon Brooks, Health Officer of Portsmouth, read a report
<br />concerning these matters, and Resets. Halt~ Devise and other members of the Council also spoke
<br />in approval of same.
<br /> Whereupon¢ on motion, it was ordered that a conmzittee be appointed to investigate
<br />the needs of the Health Department of the City and report, and ~essrs. Brinson, Bilisoly¢ and
<br />Hawks were appointed to said committee from the Con~aon Council ~ud Davis and Langhorne from
<br />the Board of Aldermen.

<br />Second. A continuance of the "~Fnite Way" on HiEn, g£fznoham and Cotuaty streets.

<br /> After some discussion of the matter~ Nr. Privett moved that the lighting of the ~hite
<br />Way," as now maintained¢ be continued fdr:th~:.month of April, and that an appropriation for
<br />same be referred to the Finance Committee.
<br /> Nr. Brinson appossd this motion, giving as his reasons for same that he did not
<br />think the City ought to take over the lights on County ~ud Effingham streets as they were
<br />strictly speaking not a part of the "White ~ay~~' but were used especially for private bene-
<br />fit. However, the motion by ~r. Privett was adopted.

<br /> On motion, the rules were suspended to hear from citizens present on the subject and they
<br />were invited to speak. A discussion of the matter was entered into, ~ut as the crowd in the
<br />Council chamber was too larg~ for comfort the ~ouncil adjourned to meet in the Hustings Court
<br />room. There the discussion Was continued and engaged in by ~essrs. Parker, ~atte, Davis, Thurs-
<br />ton~ Butler, Barksdale, Hilton, Narkham.. Hall, ~orris¢ Brinson, dc.
<br /> Finally, on motion of ~r. Narkham,~it was decided ~o have a com~.~;ittee of five from the Com-
