<br /> A communication was read from the Seventh Ward Local Board, recommending~approval of a
<br />contra~t to be.made by it for $O,O00~sguare yards of paving in said Wa~d, at $1.~0 ~er square
<br />yard; also recommending an issue of $87,500.00 of bonds for improvements in the wars.
<br /> It was moved that the tabulated bids for the paving be referred to the Street Com-
<br />mittee and the appropriation for same, to Finance Committee.
<br />
<br /> At this point the rules were suspended to hear from Mr. Wm. G. Parker. Mr. Parker stated
<br />that they were aware that the Ward could not demand of the City such appropriations, but that
<br />their streets were in a terrible condition, and he hoped that the Council would show a gene-
<br />rous disposition towards them and come to the help of the Ward.
<br /> The Chairman of the Street Committee stated that he did not think it at all necessary to
<br />send the matter of kind of pavement required by the Ward, &c., to his Committee, as it had al-
<br />ready been gone over carefully by Engineer Sykes, and he felt that all had been done towards
<br />same ~hat could be done by the Committee.
<br /> Er. Brinson spoke against the advisability of issuing bonds for the Seventh Ward, because
<br />such an issue would exceed our bond limit; the amount of same now being within $60,000.00 of
<br />the City's limit of bonds.
<br /> He them moved ~o amend to refer the statement of the Seventh Ward Board, with bids for
<br />paving work, ~o the Finance Committee to report on same at the April meeting of Council.
<br /> The amendment was adopted.

<br /> A communication was received from the Superintendent of Public Schools, in which he made
<br />known that vacancies of members on the School Board from the several Wards will occur April 4,
<br />191Z, and'he requested that their sucsessors be elected.
<br /> On motion, said request was referred to aLJoint Session of the two branches.
<br />
<br /> On motion of Mr. Tyler~ the Street Committee was instructed to report at the next meeting
<br />of Council in regard to the status of east ends of Wylhs~ Harrison and Randolph streets, with
<br />a view of having said ends of streets opened~to t~ publ~o~
<br />
<br /> Mr. Moore moved that the Council go into election to fill a vacancy~o~ the body from the
<br />Second Ward, caused by resignation of R. S. Brooks. Th~ motion wa~ adopted.
<br /> Then Mr. Moore nominated Mr. Geo. D. Dewson to fill the vacancy, and there being no
<br />other nominations, he was elected by th~ following vote:

<br /> Mr. Pettish moved that a Committee of Five be appointed to investigate and report as to
<br />how the "Forty.Bill" Eot to Richmond and who drew the ~ill.
<br /> The motion was adopted, and Messrs. Pettish, Hanvey and Johnson were appointed on the
<br />Committee from this body.

<br /> Mr. Baker moved that a Committee of Five be appointed to consider the advisability of em-
<br />tablisHing a public library for the City.
<br /> The motion was adopted, and Messrs. Baker, Benson and Brinson were appointed on the
<br />Committee from this body.

<br />The Chairman of the Public Property Committee asked for authority to spend $~5.00 out of
<br />"Contingent" appropriation~ to pay for work done on the City Jail prier to January ~1, 19lB.
